184-25 August 12, 2025 A RESOLUTION APPROVING A PROPOSAL FROM MATRIX NEW WORLD FOR ENVIRONMENTAL SERVICES AT ROCK SPRING GOLF CLUB LOCATED AT 90 ROCK SPRING ROAD WHEREAS, on July 31, 2025, the Township of West Orange (the “Township”) received a proposal from Matrix New World Engineering, Land Surveying, and Landscape Architecture, P.C. (“Matrix”) to perform environmental services at: 90 Rock Spring Road known as the Rock Spring Golf Club, West Orange, New Jersey, also known as Block 160-Lots 2 & 10, Block 1601.01-Lots 30 & 34 and Block 46.01-Lot 22 on the Township of West Orange Tax Map; and WHEREAS, the New Jersey Department of Environmental Protection (NJDEP) approved a grant to the Green Acres Program for the Rock Spring Golf Club; and WHEREAS, part of the requirements of the procedural process was for the Township to submit a Preliminary Assessment Report (PAR) for NJDEP Green Acres program to review; and WHEREAS, the work will consist of Matrix conducting investigation for two (2) Areas of Concern (AOCs) as outlined in the PAR as required by NJDEP and Green Acres Program prior to the disbursement of funds for the grant; and NOW, BE IT HEREBY RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, that the Township accepts the proposal from Matrix attached herein as Exhibit “A,” not to exceed $15,050.00 to complete the scope of work; AND FURTHER RESOLVED, that a copy of this Resolution shall be made available in the Clerk’s office in accordance with applicable law.
