Improvements to Mount Vernon Avenue West Orange, New Jersey PURPOSE OF CONTRACT Matrix New World Engineering (Matrix) was engaged by the Township of West Orange Department of Public Works, Division of Engineering, to provide surveying and civil engineering services for the roadway improvements to Mount Vernon Avenue, a sloped dead-end residential street located within the Township limits. These improvements extend from Pleasant Valley Way to Garfield Avenue with a street length of approximately 925 feet. An existing drainage swale on Roosevelt Avenue (paper street) is located approximately 150 feet south from Mount Vernon Avenue and was connected to the Mount Vernon Avenue storm system. Matrix surveyors provided right-of-way, existing conditions, and topographic mapping established the centerline of the existing right-of-way utilizing Township filed maps, deed, and tax maps for the various properties along the roadways. Matrix civil engineers provided construction documents plans to address the various improvements. The pavement was in various stages of distress. Curbs were intermittently damaged or tilted, with inconsistent curb heights. Sidewalks also had sections needing repair or exhibiting uneven grades due to settlement or heaving. Based on review of the topographic survey, existing Township documents, and field investigations with the town engineer, we identified areas where full depth pavement replacement is warranted, with the balance of the areas requiring milling and repaving. All concrete curbs were replaced with Belgium block stone, with elevations adjustments made to keep a consistent look throughout the roadway. Grade impacts to residential driveways were minimized with replacement of those sections located within the towns ROW. At the top of the roadway slope, Matrix designed a hammerhead vehicle turnaround section for ease of motion for the town’s sanitation and snow plow trucks. Adjacent to the turnaround diversion swales were designed to capture stormwater runoff coming off the steep sloped wooded areas and to keep from flooding out resident’s backyards. Matrix sized a culvert to replace the existing drainage swale along Roosevelt Avenue and tied it directly to the Mount Vernon Avenue storm sewer system. The area surrounding this swale was then filled and graded with a small diversion berm/ditch created to capture the small amount

Freehold Road-Jackson Mills Road and Cedar Swamp Road Intersection Jackson, New Jersey PURPOSE OF CONTRACT Matrix New World Engineering (Matrix) has provided a comprehensive and environmentally-sensitive design for widening and intersection improvements at West Freehold Road – Jackson Mills Road (County Route 638) and Cedar Swamp Road (County Route 527). Matrix survey crew established horizontal and vertical control across the project site in the New Jersey Sate Plan Coordinate System (NAD83) and the North American vertical datum (NAVD 1988). A field traverse across the property was established utilizing the latest in both terrestrial and GPS surveying equipment. Topographic and roadway as-built surveys were performed utilizing aerial photography supplemented along with conventional methods. The right-of-way dedication plans were prepared to indicate land acquisition needed for roadway widening. The engineering scope included preparation of roadway improvement plans indicating realignment and widening of West Freehold Road, widening of Cedar Swamp Road, and reconstruction of the Jackson Mills Road and Cedar Swamp Road intersection. The project also included the design of the stormwater management system to meet water quality and stormwater quantity reduction requirements per NJDEP requirements. In addition, an Individual Permit under Freshwater Wetland Protection Act and Flood Hazard Area Control Act was obtained for proposed disturbance to wetlands/transition areas and vegetation disturbance within riparian buffer. Municipal Waterfront Public Access Plan Bayonne, New Jersey PURPOSE OF CONTRACT Matrix New World Engineering (Matrix) was retained by the City of Bayonne to prepare a plan to ensure residents long-term access to the waterfront. Industrial development occupied most of the City ‘s waterfront throughout the 20th Century; however, recent redevelopment in the City has created new opportunities for public access. The intent of the study is to provide a blueprint for development of future waterfront spaces that have a consistent and contiguous character, while taking advantage of the varying settings of the City environment.
