Raise Shorelines Citywide Priority Implementation Projects New York City, New York PURPOSE OF CONTRACT The New York City Economic Development Corporation (NYCEDC) on behalf of the Mayor’s Office of Recovery and Resiliency (ORR) is managing the Raise Shorelines Citywide Project to address vulnerability of NYC shorelines due to sea level rise. Funded through community development block grant funds for disaster recovery (CDBG-DR), the Raise Shorelines Citywide Study evaluated 600+ miles of NYC shorelines to pinpoint and prioritize locations in need of heightened coastal edges and/or reinforced shorelines. The program was developed to ensure that vulnerable coastal neighborhoods and infrastructure are prepared to withstand the impacts of climate change, specifically sea level rise impacts. As part of the study, priority sites were identified to address resiliency and readiness for long-term sea level rise through the implementation of strategic localized projects. NYCEDC is initially undertaking efforts at five priority sites located throughout the City: Mott Basin (Queens), Old Howard Beach (Queens), Travis Avenue (Staten Island), Edgemere (Queens), and East River Esplanade (Manhattan). In addition to providing sea level rise protection for socially vulnerable populations and their properties, the Raise Shorelines Citywide implementation Projects enhance community resiliency through the construction of walls, bulkheads, berms, and the raising and fortifying of existing infrastructure. Matrix New World Engineering (Matrix) provides regulatory, ecological, and surveying services for the priority implementation projects. Specific tasks include natural resource, topographic, property, utility, and bathymetric surveys; drainage analysis; and preparation of environmental review documents in accordance with City Environmental Quality Review (CEQR) law and regulations. Welton Street Park New Brunswick, New Jersey PURPOSE OF CONTRACT Matrix New World Engineering (Matrix) was responsible for the design and development of Welton Street Park in New Brunswick, New Jersey. Once construction of the park is complete, it will act as a recreational destination for many residents of New Brunswick. The design incorporates transitional ADA accessible terraced spaces with seating and space for community gathering, two sensory-based play areas, and a rain garden. One of the two play areas provides musical instrument-inspired playground equipment that can enhance the social and emotional benefits of sensory stimulation. The design also includes the use of crosswalk bump-outs that extend into the street to provide traffic calming for a safer pedestrian experience. In conjunction with the rain garden, a portion of the park space is paved with pervious concrete to further reduce impact to the City’s stormwater system. Community outreach was a vital component in the design and development of this park. The community meetings include the distribution of questionnaires which helped Matrix gather information on the needs of the nearby residents and the desired components and features to incorporate in the design. Matrix’s collaboration with the community has had a great impact on the successful design of the new Welton Street Park.
