230-25 October 16, 2025 RESOLUTION AUTHORIZING THE COLLECTOR OF TAXES TO EXTEND THE GRACE PERIOD FOR THE 2025 FOURTH QUARTER TAXES WHEREAS, 2025 Municipal budget is not scheduled to be adopted until October 16, 2025 therefore the certified 2025 tax rate has been delayed. WHEREAS, once the Municipal budget has been adopted, it must be sent to the State of New Jersey and County of Essex to certify the tax rate. At that time the 2025 Final/2026 Preliminary tax bills will be calculated. Therefore per N.J.S.A. 54:4-67 the grace period for the November 1st tax payments must be extended to the twenty fifth calendar day after the date the tax bills are mailed; interest for late payments is to be charged back to the due date of November 1st. STATUTE: “The fourth installment of taxes shall not be subject to interest until the later of November 1, the additional interest free period authorized pursuant to R.S.54:4-67, or the twenty-fifth calendar day after the date that the tax bill or reconciled tax bill for the fourth installment was mailed or otherwise delivered. Any payment received after the later of November 1, the additional interest-free period authorized pursuant to R.S.54:4-67, or the twenty-fifth calendar day after the date that the tax bill or estimated tax bill for the fourth installment was mailed or otherwise delivered may be charged interest back to November 1. The reconciled tax bill shall contain a notice specifying the date on which interest may begin to accrue.” NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of West Orange, that the Tax Collector in accordance with NJ State Statute provided above, will extend the grace period 25 days from the date of mailing. 2939-25 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-32.1 HANDICAPPED PARKING ON STREETS, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE BE IT ORDAINED, by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey as follows: Section 1. Subsections 7-32.1, Handicapped Parking on Streets of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition): 7-32.1 Handicapped Parking on Streets. Pursuant to N.J.S.A. 39:4-197(2c) the following on-street location is designated as a handicapped parking place. Such spaces are for use by persons who have been issued special identification cards, plates, or placards by the New Jersey Motor Vehicle Commission, or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in these places. Street Side No. of Spaces Rollinson Street East 1 Section 2. Location Beginning 35 feet north of the northerly curb line of Wellington Avenue, and extending 20 feet north. Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition): 7-32.2 Restricted Parking Zones. Pursuant to N.J.S.A 39:4-197.6, Restricted Parking Zones, as defined in N.J.S.A. 39:4-207.6e, are established in front of the following residences as indicated on the Tax Maps of the Township of West Orange, at the specified locations. Parking within a specific zone is restricted to the motor vehicle issued a permit pursuant to N.J.S.A. 39:4-197.7. permitted in the Restricted Parking Zone except when prohibited in front of the residence by other sections of this Chapter. If any provision of this Ordinance or application thereof, under any circumstances, is held invalid, the invalidity shall not affect any other provisions or applications of this Ordinance that can be given effect without the invalid provision(s) or application(s) and to this end the provisions of this Ordinance are severable. All other Ordinances or parts of Ordinances inconsistent with this Ordinance are hereby repealed. Section 4. This Ordinance shall take effect upon final passage and publication in accordance with law and upon the approval of the New Jersey Department of Transportation if required. 2939-25 LEGISLATIVE HISTORY A Handicapped Parking Stall will be established on Rollinson Street north of the Wellington Avenue intersection. Because this stall cannot be restricted to a particular resident, any person with a handicapped plate or placard may park there. This space will be created in response to a request from the resident of No. 7 Wellington Avenue, who cannot have a dedicated restricted parking stall in front of her residence due to NJ State law, which supersedes Township parking ordinances. A Restricted Parking Stall will be established in front of 19 McKinley Avenue for the exclusive use of the resident who is in possession of a NJMVC Disability ID and Parking Placard.
