231-25 DISCHARGE OF MORTGAGE WHEREAS on April 10, 2007, Borrower Elizabeth Anane-Agyei (the “Borrower”) executed a Mortgage in the amount of $15,040 (the (“Initial Mortgage”) to secure a loan through the Township of West Orange’s Housing Rehabilitation Program on the property located at 29 Woodland Avenue, West Orange, New Jersey 07052 (the “Property”); and WHEREAS the Initial Mortgage was recorded on June 19, 2008 at Book: 12142, Page: 3042 with the Essex County Register of Deeds and Mortgages; and WHEREAS the amount of the Initial Mortgage was incorrect and the Township of West Orange (the “Township”) and the Borrower entered into a revised Mortgage dated July 8, 2007 with the corrected amount of $15,000 (the “Revised Mortgage”); and WHEREAS the Revised Mortgage was recorded on August 1, 2008 at Book: 12150, Page: 7317; and WHEREAS a Discharge of Mortgage was recorded to discharge the Initial Mortgage and leave the Revised Mortgage recorded; and WHEREAS the Borrower has repaid the amount due under the Revised Mortgage. THEREFORE, the Township declares that: 1. The Revised Mortgage recorded on August 1, 2008 at Book: 12150, Page 7317 be and is hereby SATISFIED and DISCHARGED. It may now be discharged of record. 232-25 October 28, 2025 RESOLUTION WHEREAS, for many years Montclair Golf Club (the Club”), located at 25 Prospect Avenue, West Orange, New Jersey 07052, has arranged for Santa Claus to arrive to meet the Club members and their guests in attendance for a holiday celebration; and WHERAS, this year’s annual Santa Claus events are scheduled for: (i) Sunday, December 7, 2025 at approximately 11:00 a.m.; and (ii) Sunday, December 14, 2025 at approximately 11:00 a.m., and WHERAS, unfortunately, Santa’s reindeer, Rudolph et al., are not available for the trip at this time of year as they must be well-rested in preparation for their big Christmas Eve event; and WHERAS, Santa Claus has again graciously managed to make arrangements to travel by small helicopter to attend the Club’s annual holiday celebration; and WHERAS, the New Jersey Department of Transportation, Division of Aeronautics, Inspection & Aircraft Operation, not wanting to be Scrooge-like, does permit and has in the past permitted helicopter landings such as these on country club property when approved pursuant to its application process; and WHERAS, Dennis Lever, the helicopter pilot and agent for the Club, will prepare the required Application for Temporary Aeronautical Facility License for submission to the New Jersey Department of Transportation, and which must be accompanied by, among other documents and things which the Club will provide, a “letter, statement, or certificate from the appropriate governing body which states there is no objection to the issuance of a temporary license (mandatory for all temps)”; and WHEREAS, if the date(s) of Santa’s arrival needs to be moved or changed for any reason, including but not limited to weather conditions, the Club shall have permission from the Township for the new dates so long as the Township Police Department and Township Fire Department are advised at least two (2) business days in advance of Santa’s newly scheduled arrival. WHERAS, for this event, the appropriate body is the Township Council of the Township of West Orange; and

NOW, BE IT HEREBY RESOLVED, that the Township Council of the Township of West Orange, does and hereby states that it has no objection to the issuance of a Temporary Aeronautical Facility License to Montclair Golf Club, located at 25 Prospect Avenue, West Orange, NJ 07052, for the purpose of permitting transportation and delivery of Santa Claus to the Club at approximately 11:00 a.m., on the following days: (i) Sunday, December 7, 2025 at approximately 11:00 a.m.; and (ii) Sunday, December 14, 2025 at approximately 11:00 a.m., for participation in the Club’s traditional Christmas celebrations; and it is further RESOLVED, that this Resolution shall be made available in the Clerk’s office for reasonable inspection in accordance with applicable law. 233-25 October 28, 2025 RESOLUTION WHEREAS, the Matthew Feula (“Feula”) was appointed Deputy Chief of Police since April 24, 2014; and WHEREAS, the Township and Feula wish to continue this relationship with no changes from the current 2021-2025 contract; and WHEREAS, the Township agrees to employ Matthew Feula as Deputy Chief of Police of the Township of West Orange in accordance with the New Jersey Civil Service laws in Title 11A of the New Jersey Statutes Annotated and Title 4A of the New Jersey Administrative Code, as well as any other applicable federal, state, or local law; NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Township be authorized to execute the contract annexed hereto as Exhibit “A;” and be it further RESOLVED that the Mayor be and is hereby authorized to execute any document to finalize the contract; RESOLVED that notice of this resolution shall be available in the Clerk’s office in accordance with any applicable law. 234-25 October 28, 2025 RESOLUTION WHEREAS, the Michael Keigher (“Keigher”) was appointed Deputy Chief of Police since October 8, 2019; and WHEREAS, the Township and Keigher wish to continue this relationship with no changes from the current 2021-2025 contract; and WHEREAS, the Township agrees to employ Michael Keigher as Deputy Chief of Police of the Township of West Orange in accordance with the New Jersey Civil Service laws in Title 11A of the New Jersey Statutes Annotated and Title 4A of the New Jersey Administrative Code, as well as any other applicable federal, state, or local law; NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Township be authorized to execute the contract annexed hereto as Exhibit “A;” and be it further RESOLVED that the Mayor be and is hereby authorized to execute any document to finalize the contract; RESOLVED that notice of this resolution shall be available in the Clerk’s office in accordance with any applicable law. 235-25 October 28, 2025 RESOLUTION WHEREAS, on November 12, 2024, the Township of West Orange adopted Resolution 310-24 granting a local license to operate a Cannabis Retail Business to Dogwood Green Inc. operating at the property located at: Block 10, Lot 1.01, commonly known as 5 Central Avenue (the “Location”); and WHEREAS, the local license granted to Dogwood Green, Inc. was for a term of one (1) year; and WHEREAS, Dogwood Green Inc. commenced its operations in March 2025; and WHEREAS, Dogwood Green, Inc. submitted a renewal application for its local license to the Office of the Township Clerk seeking an additional one (1) year license to operate a cannabis retail business within the Township; and WHEREAS, Dogwood Green Inc. has provided updates in its most recent renewal application from its prior renewal application for a local license; and WHEREAS, Dogwood Green Inc.’s application also included a proposed change to it standard operating procedures to allow for curbside pickup of cannabis products at the Location. NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of West Orange, County of Essex, State of New Jersey, hereby determines to be in the best interests of the Township, as follows: 1. The above recitals are incorporated as though set forth at length herein. 2. The renewal application of Dogwood Green Inc. for a local license to operate a cannabis retail business within the Township at the property located at: Block 10, Lot 1.01

(commonly known as 5 Central Avenue, West Orange, New Jersey), is in compliance with the Township's local regulations on cannabis businesses, and is hereby approved. 3. The approval for the renewal of Dogwood Green Inc.’s local license shall not include a grant to update its standard operating procedures to allow for curbside or drive thru pickup of cannabis products whereby the proposed change to Dogwood Green’s standard operating procedures is denied. 4. Dogwood Green, Inc.’s Renewal License shall be effective as of November 12, 2025 consistent with the date of its initial local license. 5. The Township Clerk shall promptly provide Dogwood Green, Inc. and the New Jersey Cannabis Regulatory Commission with a certified copy of this Resolution. Karen J. Carnevale, R.M.C. 236-25 October 28, 2025 RESOLUTION WHEREAS, the West Orange Planning Board (the “Planning Board”) requires professional planning services for the remainder of 2025 following the resignation of the Nishuane Group, LLC effective September 10, 2025; and WHEREAS, Heyer Gruel & Associates had previously prepared and submitted a response to the Township of West Orange (the “Township”) Request for Qualifications to provide planning services for 2025; and WHEREAS, Heyer Gruel & Associates also provided an updated proposal to provide planning services for the Planning Board for the remainder of 2025 at a rate not to exceed $14,800; and WHEREAS, on October 3, 2025, the Planning Board adopted a resolution appointing Heyer Gruel & Associates as its professional plannings for the remainder of 2025, annexed hereto as Exhibit “A;” and WHEREAS, the resolution included a copy of Heyer Gruel & Associates’ updated proposal (the “Proposal”). NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Mayor be and is hereby authorized to execute an agreement, consistent with the Proposal to retain Heyer Gruel & Associates to provide Professional Planning Services for the West Orange Planning Board at a rate not to exceed $14,800; and it is further RESOLVED that notice of this award shall be available in the Clerk’s office in accordance with applicable law.
