Based on the above, our office has no objection to the issuance of a Certificate of Occupancy and release of the performance guarantee subject to the Applicant posting a 3-year maintenance guarantee in the amount of $8,301.00. 231-25 October 28, 2025 RESOLUTION WHEREAS, on April 10, 2007, Borrower Elizabeth Anane-Agyei (the “Borrower”) executed a Mortgage in the amount of $15,040 (the (“Initial Mortgage”) to secure a loan through the Township of West Orange’s Housing Rehabilitation Program on the property located at 29 Woodland Avenue, West Orange, New Jersey 07052 (the “Property”); and WHEREAS, the Township of West Orange (the “Township”) and the Borrower entered into a revised Mortgage dated July 8, 2007 to correct to amount of the loan with the corrected amount of $15,000 (the “Revised Mortgage”); and WHEREAS, the Initial Mortgage was recorded on June 19, 2008 at Book: 12142, Page: 3042 with the Essex County Register of Deeds and Mortgages; and WHEREAS, the Revised Mortgage was recorded on August 1, 2008 at Book: 12150, Page: 7317; and WHEREAS, after determining that both the Initial Mortgage and the Revised Mortgage were both recorded and duplicative of the loan owed to the Township, on April 5, 2022, the Township adopted Resolution 63-22 to discharge only the Initial Mortgage and leaving the Revised Mortgage as recorded; and WHEREAS, the remaining balance of the loan was repaid in full from proceed from the sale of the Property; and WHEREAS, the Township has prepared a Discharge of Mortgage for the Revised Mortgage, annexed hereto as Exhibit “A” to be recorded to discharge the Revised Mortgage; and NOW, BE IT RESOLVED THAT the Mayor be and is hereby authorized to execute the Discharge of Mortgage, annexed hereto as Exhibit “A,” as to the Property; and be it further

RESOLVED that the Municipal Clerk be and is hereby authorized to attest to the Mayor’s signature on the Discharge of Mortgage concerning the Property; and be it further RESOLVED that the Township is authorized to record the Discharge of Mortgage for the Initial Mortgage recorded against the Property; and be it further RESOLVED that a copy of the Resolution shall be made available in the Clerk’s office in accordance with applicable law.
