11 Park Lake Road Sparta, NJ 07871 P: 973.300.9003 F: 973.300.4003 VIA E-MAIL October 9, 2025 Susan McCartney, Mayor & Members of the West Orange Township Council 66 Main Street West Orange, New Jersey 07052 Re: Verona Township Wastewater Treatment Facility Upgrades Project NJDEP Treatment Works Approval Application Required Certification of Municipal Consent Dear Mayor McCartney and Council Members: Kindly be advised that the Township of Verona (Township) has authorized necessary upgrades to its Wastewater Treatment Facility, including the replacement of the existing Tertiary Treatment Filters and Ultraviolet Disinfection System, which have reached the end of their useful life. This project will be constructed entirely within the existing property, is solely operational in nature and will not increase the facility’s hydraulic treatment capacity, sewer service area or have any discernable negative impacts on the surrounding community. In order to proceed with these improvements, Verona must first obtain a Treatment Works Approval (TWA) Permit from the N.J. Department of Environmental Protection (NJDEP). One of the requirements of the TWA Application Process is to submit a Certification of Municipal Consent (see attached form) for the project from impacted municipalities. Kindly note that execution of the Consent must be authorized by a Resolution passed by the municipal governing body. We are therefore respectfully requesting that this matter be placed on the next West Orange Township Council meeting agenda, and that a suitable resolution be prepared for discussion and presumed approval. For your convenience, a sample resolution is enclosed. Kindly return the executed Certification Form and a copy of the Resolution to this firm, directed to the attention of Joseph M.
