251-25 November 12, 2025 Resolution by the Township of West Orange Authorizing an Application to the Complete Streets Technical Assistance Program WHEREAS, safe, convenient, accessible, healthy, and environmentally and economically beneficial transportation for all users is a priority of the Township of West Orange; and WHEREAS, Complete Streets is a means to provide a comprehensive, integrated, connected multimodal network of transportation options through planning, design, construction, maintenance, and operation of new and retrofit transportation facilities along the entire right-of-way for all roadway users of all ages and abilities; and WHEREAS, Complete Streets can provide many benefits, including: • • • • • Improved safety for pedestrians, bicyclists, children, older adults, non-drivers and the mobility challenged, as well as those that cannot afford a car or choose to live car free, Improved access to employment, education, residential, recreation, retail centers and public facilities, Local economic vitality, Access to the health benefits of physical activity, Improved stormwater management, and Reductions in transportation-related emissions; and WHEREAS, when streets are not complete, the negative impacts on public health, safety, the economy and the environment are disproportionately borne by low-income and underserved communities. WHEREAS, through the North Jersey Transportation Planning Authority’s FY2026 Complete Streets Technical Assistance Program, planning-level technical assistance services will be provided to selected municipalities for a specific project related to advancing a Complete Streets initiative in their community; and WHEREAS, although no direct funding is provided, selected municipalities will receive free direct technical assistance services to complete a specific task related to advancing a Complete Streets initiative in their communities. THEREFORE, BE IT RESOLVED the Township Council of the Township of West Orange of the State of New Jersey, authorizes the submission of the application to the Complete Streets Technical Assistance Program to receive free direct technical assistance services to complete a specific task related to advancing Complete Streets, and also commits pertinent municipal staff to coordinate and collaborate with Sustainable Jersey, Voorhees Transportation Center and the North Jersey Transportation

252-25 November 12, 2025 RESOLUTION AUTHORIZING THE COLLECTOR OF TAXES TO REFUND PAYMENT TO THE LISTED TAXPAYER DUE TO A DUPLICATE PAYMENT OF THE 2025 ANNUAL SEWER CHARGE WHEREAS, certain West Orange property owners have made a duplicate payment for the 2025 annual sewer charge. WHEREAS, the Tax Collector of the Township of West Orange has indicated that such Taxpayers are entitled to refunds to the extent of such overpayments; NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of West Orange that the Tax Collector and the Treasurer of the Township of West Orange be and they are hereby authorized, empowered and directed to cause to be paid to the taxpayers on the attached list sums in full and final satisfaction of the overpayment of these charges. 253-25 November 12, 2025 RESOLUTION WHEREAS, for the Various Street Improvements Phase I and Phase II Project, the Township requires additional services of a professional civil engineering firm; and WHEREAS, Greenman-Pedersen, Inc. (GPI), was previously awarded a professional services contract for Professional Land Surveying, Civil Engineering, and Construction Administration Services associated with the Various Street Improvements Phase I and Phase II Projects, resolution numbers 121-24 and 122-24; and WHEREAS, additional Professional Engineering Services are required to separate the Various Street Improvements Phase I and Phase II Project into four (4) separate projects and bid packages; and WHEREAS, GPI has submitted a proposal to perform additional Professional Engineering Services; and WHEREAS, GPI has performed similar work for the Township on several projects; and WHEREAS, by letter dated November 4, 2025 the Municipal Engineer recommended a professional services contract be awarded to Greenman-Pedersen, Inc. 301 Gibraltar Drive Suite 2A Morris Plains, N.J. 07950, for additional Professional Engineering Services associated with the Various Street Improvements Project 2025; Phase 1 - Project A, Phase 1 – Project B, Phase 2 – Project C and Phase 2 – Project D; and WHEREAS, sufficient funds exist for the services outlined in the proposal of GPI; and WHEREAS, the Township Council concurs in the foregoing. NJ 07052 RE: Quote for additional Professional Engineering Services for Various Street Improvements, Phase I and Phase II – Multiple Bid Packages Dear Ms. Carballo: Greenman-Pedersen, Inc. (GPI) is pleased to submit this proposal for additional Professional Engineering services for the above referenced projects. We appreciate the opportunity to submit this proposal, and we look forward to providing the Township of West Orange with the services identified below. We offer the following project description and scope of services. Project Description The project includes the limits and improvements from the previous Various Street Improvements, Phase I and Various Street Improvements, Phase II projects. This proposal will separate both Phase I and Phase II projects into multiple bid packages as requested by the Township.
