Township of West Orange Proposal for Professional Land Surveying and Engineering Services Re: O’Conner Memorial Park Reconstruction Project October 10, 2025 Our File No. 2025-128 Page 2 C. Provide topographic information for top and bottom of curbs, walls, ditches, driveways, sidewalks, steps, service walks and other existing features within the area for the proposed improvements; D. Locate all existing improvements including utilities; E. Coordinate utility mark-outs; F. Provide Benchmark(s) to be set on site for future use; G. Prepare an existing conditions/survey control plan; As part of the deliverables, an electronic AutoCAD file of the Existing Conditions Plan will be provided for the design by the Township. 2. Geotechnical Phase Services This phase includes an exploration of the subsurface soil and groundwater conditions within the zone of influence of the proposed construction and evaluation of soil conditions with respect to their engineering properties. These investigations will be critical to the placement, design, and permitting of the proposed stormwater improvements. Soil testing will be carried out in accordance with the requirements of N.J.A.C. 7:8 and the NJ Stormwater Best Management Practices Manual, Chapter 12. We propose to perform the following services: A. Perform a total of forty-five (8) soil profile pits to depths averaging approximately 12 feet below existing ground surface; B. Soil samples will be collected in each test pit for permeability testing; C. Prepare soil logs indicating the subsurface conditions encountered; D. Prepare a test pit location plan; E. Perform an evaluation of the subsurface conditions with respect to their impact on the proposed construction; and, F. Present the results of our study in the Stormwater Management/Engineering Report. Permeability Testing In order to determine the permeability underlying the project area, CME will utilize the Tube Permeameter methodology in accordance with the NJ Stormwater Best Management Practices Manual, Chapter 12. Soil samples will be obtained above the seasonal high water table and below the bottom of the proposed stormwater facility. Permeability results will be presented in the Stormwater Management/Engineering Report.
