23-26 January 20, 2026 RESOLUTION WHEREAS, for the NJDOT Municipal Aid (MA) 2026, Kirk Street, Virginia Avenue, Winfield Street and Grant Terrace Improvement Project, the Township requires the services of a professional civil engineering and land surveying firm; and WHEREAS, the Municipal Engineer prepared a Request for Proposals (RFP) dated December 5, 2025 for Professional Land Surveying and Civil Engineering services for this project; and WHEREAS, the Municipal Engineer solicited a proposal from five professional civil engineering and land surveying firms; and WHEREAS, Greenman-Pedersen, Inc. (GPI), responded to the Request for Proposal; and WHEREAS, GPI responded to the Township’s Request for Qualifications (RFQ) for Professional Services for 2025; and WHEREAS, GPI has performed similar work for the Township; and WHEREAS, by letter dated January 7, 2026, the Municipal Engineer recommended a professional services contract be awarded to Greenman-Pedersen, Inc. 301 Gibraltar Drive Suite 2A Morris Plains, N.J. 07950, for Professional Land Surveying, Civil Engineering, and Construction Administration Services associated with the MA 2026, Kirk Street, Virginia Avenue, Winfield Street and Grant Terrace Improvement Project; and WHEREAS, the Request for Proposals and Professional Services Contract were issued in accordance with the “fair and open” process pursuant to N.J.S.A. 40A:11-5 and N.J.S.A. 19:44A-20.5 and; WHEREAS, sufficient funds exist for the services outlined in the proposal of GPI; and
