178-26 July 7, 2026 RESOLUTION AUTHORIZING THE 2026 AGREEMENT BETWEEN TOWNSHIP OF WEST ORANGE AND RUTGERS NEW JERSEY MEDICAL SCHOOL GLOBAL TUBERCULOSIS INSTITUTE WHEREAS, the Township of West Orange (the “Township”) finds that it is in the public interest to seek the highest possible quality of care for residents with tuberculosis as well as residents at high risk for undiagnosed tuberculosis, at the lowest possible cost; and WHEREAS, the Township has the responsibility but not the capacity to provide tuberculosis health services for all of its residents; and WHEREAS, the Township has the authority to contract for tuberculosis health services when it does not have the capacity to do so itself under N.J.A.C. 8:52-1 et. seq., Public Health Practice Standards for Local Boards of Health in New Jersey; and WHEREAS, pursuant to N.J.S.A. 40A:11-5(2), the Township as the authority to enter into an agreement with the State or agency thereof, without public advertising for bids; and WHEREAS, the Township finds it in the public interest to contract with the Rutgers New Jersey Medical School Global Tuberculosis Institute (the “University”) for comprehensive tuberculosis health services; and WHEREAS, the Township shall provide funding to the University in an amount not to exceed Eight Thousand Six Hundred and Forty Dollars and Eighty-Four Cents ($8,640.84) as payment for tuberculosis health services; and WHEREAS, in exchange for the funding not to exceed Eight Thousand Six Hundred and Forty Dollars and Eighty-Four Cents ($8,640.84), the University shall provide tuberculosis health services to Township residents including diagnosis, treatment, and monitoring of tuberculosis and suspected tuberculosis cases; and
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of West Orange, County of Essex, State of New Jersey as follows: 1. The Mayor and Township Clerk are hereby authorized to execute the Agreement in a substantially similar form as attached hereto, subject to Township Attorney approval, between the Township of West Orange and Rutgers New Jersey Medical School Global Tuberculosis Institute. 2. The Township of West Orange is hereby authorized to provide funding to the Rutgers New Jersey Medical School Global Tuberculosis Institute in an amount not to exceed Eight Thousand Six Hundred and Forty Dollars and Eighty Four Cents ($8,640.84). 3. Rutgers New Jersey Medical School Global Tuberculosis Institute is hereby authorized to provide comprehensive tuberculosis health services to the Township of West Orange and its’ residents. 4. By this Resolution, all terms agreed upon in the Agreement between the Township and the University are incorporated herein.
