It is the Contractor's responsibility to furnish all labor, permits, supplies, tools and logistical coordination necessary to complete the removal of all contaminated materials. The Contractor shall also provide to the Owner a written plan for compliance with this section prior to construction and provide an accurate verification of material quantities at the Site. B. Suspected contaminated soils shall be characterized by the Engineer according to the type and amount of contamination present in the soil: (1) soil that contains hazardous waste, and (2) soil that contains nonhazardous waste (ID 27 when disposed of). Cc. All sampling procedures and analytical methods must conform to the most recent guidance, including the NJDEP Field Sampling Procedures Manual, the requirements of the approved receiving disposal facility, and if necessary, the CERCLA and RCRA sampling guidelines and protocols. Soil samples shall be collected from the excavated stockpile for waste characterization purposes. Proposed analytical parameters and appropriate methods must meet the requirements of the disposal facility as well as the requirements above. D. At a minimum, all potentially contaminated soils must be staged by the contractor on an impervious surface and covered with waterproof material (i.¢., tarpaulin or 10 mil plastic sheeting). Stockpiles shall be of manageable size. The containment must be maintained for the duration of the staging period to prevent contaminant volatilization, runoff, leaching, or fugitive dust emissions, Access to the area shall be restricted to authorized personnel only. The stockpiled soil shall be covered with similar plastic sheeting that shall be held securely in place. The plastic sheeting shall be maintained or replaced as needed for as long as the material remains stockpiled. Stockpiles shall be located where excavation equipment can place the material directly from the excavation onto a stockpile. The ground surface on which the geomembrane is to be placed shall be free of rocks greater than 0.5 inches in diameter and any other object which could damage the membrane. The contractor shall periodically maintain the plastic covering during soil classification period, Stockpiled materials shall also be encircled by staked haybales or silt fence. Where excavations must be left opened and unattended until backfill

plastic covering during soil classification period, Stockpiled materials shall also be encircled by staked haybales or silt fence. Where excavations must be left opened and unattended until backfill due to associated testing requirements and where the same is approved by the Engineer and its representative, the excavations shall be suitably barricaded and other devices shall be employed as required to prevent unauthorized entry into the work area. Contaminated soil shall be stored in such a manner that the soil is completely isolated from the environment and any hazardous materials in the soil are prevented from contact with or being released into the environment. Periodic inspections shall be made by the Contractor to ensure that the stockpiled soils are not released to the surrounding environment by erosion. Stockpiled soil shall not be stockpiled for more than 28 days. E. Security and public access must be considered when selecting a location for stockpiling of any potentially contaminated soils. Excavation and staging of any potentially contaminated soil must be performed using methods that minimize the disturbance of the soil. F. Ensure that dust generated during alll work is controlled in accordance with Federal, State, and local regulations. Implement OSHA requirements for suppression of contaminated dust Conduct monitoring of worker exposures in a manner to comply with the monitoring requirements of 29 CFR 1910 and 29 CFR 1926. 23
