203-26 July 21, 2026 RESOLUTION AUTHORIZING REIMBURSEMENT OF DUMPSTER PERMIT FEE TO ELIZABETH GILL WHEREAS, Dumpster Permit ENG2026-305 was issued to Glen and Elizabeth Gill (the “Owners”) for placement of a dumpster pod within the public right-of-way in front of their residence, West Orange, NJ 07052 on June 18, 2026; and WHEREAS, the original duration of the Dumpster Permit was permitted from June 18, 2026 through July 11, 2026; and WHEREAS, the Dumpster Permit and a permit fee of $199.93 was entered into Community Pass on June 18, 2026 by and among the West Orange Engineering Department; and WHEREAS, the Owners paid the original permit fee of $199.93; and WHEREAS, after the permit was issued, the Owners requested that the permit period be revised from June 18, 2026 through June 26, 2026, as the dumpster pod would no longer be needed beyond that date; and WHEREAS, the revised permit period of June 18, 2026 through June 26, 2026, resulted in a permit fee of $74.98; and WHEREAS, the Owners have requested reimbursement of the difference between the amount paid and the revised permit fee; and WHEREAS, the difference between the original permit fee of $199.93 and the revised permit fee of $74.98 is $124.95; WHEREAS, by letter dated June 30th, 2026, the Municipal Engineer requested a refund be issued to Elizabeth Gill; and; NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange, New Jersey that a reimbursement in the amount of $124.95 be issued to Glen and
Elizabeth Gill, at their residence in West Orange, NJ 07052, representing the difference between the original Dumpster Permit fee paid and the revised permit fee based upon the amended permit dates. 204-26 July 21, 2026 RESOLUTION Governing Board/Body STATE OF NEW JERSEY COUNTY OF ESSEX THE REGION VIII EDUCATION SERVICE CENTER for THE INTERLOCAL PURCHASING SYSTEM And THE TOWNSHIP OF WEST ORANGE WHEREAS, the entity listed above, pursuant to the authority granted by the applicant’s state purchasing Requirements, desires to participate in The Interlocal Purchasing System (TIPS). TIPS is a National Cooperative Purchasing Program offered by Region VIII Education Service Center, located in Pittsburg, Texas, (Camp County). Participation, through membership and utilization of competitively bid and awarded vendor contracts in a cooperative purchasing program specializing in the management of high-quality cooperative procurement solutions will be beneficial to the taxpayers through the anticipated savings to be realized by such entity listed above. Therefore, be it RESOLVED, that the entity listed above has identified a stated need for participation in The Interlocal Purchasing System (TIPS) whereby Susan McCartney, Mayor for the Township of West Orange is authorized and directed to sign and deliver any and all necessary documents herewith for and on behalf of above-named entity requesting membership in TIPS. BE IT FURTHER RESOLVED, that the Purchasing Agent is hereby authorized to arrange to pay for the forgoing in accordance with the terms of the purchase order and from funds certified by the Chief Financial Officer. Invitation to Bid Notice is hereby given that the Township of West Orange is requesting sealed bids for the Repair and Maintenance of Buses for the West Orange Public Works Department. The specifications can be obtained in person at the Township of West Orange, 66 Main Street, Purchasing Room 111, West Orange, NJ07052, during regular business hours, 8:30 a.m. to 4:30 p.m. or by emailing preynolds@westorange.org. Sealed proposals, clearly marked with the title of bid, name and address of party making same, addressed to the Township Council, Township of West Orange will be received by mail, or hand delivery, at the Municipal Building, 66 Main Street, West Orange, NJ 07052. Submission due date is Wednesday, May 20, 2026 at 11:00 a.m. and will be publicly opened and read at that time in Council Chambers of Town Hall located at 66 Main Street, West Orange, NJ 07052. No proposals received after that time will be considered.
