1 Public Meeting – February 24, 2015 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:00 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 4, 2014. Roll Call: Present: Councilman Cirilo, Councilman Krakoviak, Councilwoman McCartney, Councilwoman Spango and Council President Guarino Absent: None The Township identified and presented for unanimous consent, Item 4 (Minutes), Item 5 (Report), Item 7 (Bills) and Item 8 (Certain Resolutions). On motion made by Councilman Cirilo and seconded by Councilwoman McCartney, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Anthony Puglisi, Public Information Officer, Essex County There was no one else who wished to be heard and the public hearing was closed. Minutes The February 10, 2015 public minutes were approved as submitted. Report The Municipal Judge’s Report for the Month of January, 2015 was received and placed on file. Bills The Bill List was received and ordered paid. A Summary of the Bill List is attached. Resolutions The following resolutions were adopted: Resolution #62-15 Resolution Authorizing a Professional Services Contract with Suburban Consulting Engineers, Inc., 100 Valley Road, Suite 202, Mount Arlington, NJ 07856 to Provide Engineering and Land Surveying Services

3 for Their Sale to the New Jersey Environmental Infrastructure Trust and the State of New Jersey Pursuant to the State Fiscal Year 2015 New Jersey Environmental Infrastructure Trust Financing Program Resolution #74-15 Resolution Authorizing the Execution and Delivery of Loan Agreements to be Executed by the Township of West Orange and Each of the New Jersey Environmental Infrastructure Trust and the State of New Jersey, Acting by and Through the Department of Environmental Protection, and Further Authorizing the Execution and Delivery of an Escrow Agreement, All Pursuant to the State Fiscal Year 2015 New Jersey Environmental Infrastructure Trust Financing Program Ordinances on Second and Final Reading Ordinance #2440-15 On motion made by Council President Guarino and seconded by Councilwoman Spango, REFUNDING BOND ORDINANCE PROVIDING FOR THE REFUNDING OF EMERGENCY APPROPRIATIONS RELATED TO PAYMENT OF AMOUNTS OWING TO OTHERS FOR TAXES LEVIED IN AND BY THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, NEW JERSEY, APPROPRIATING $2,284.702 THEREFOR AND AUTHORIZING THE ISSUANCE OF $2,284,702 BONDS OR NOTES OF THE TOWNSHIP FOR FINANCING THE COST THEREOF, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Councilwoman Spango, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. Ordinance#2441-15 On motion made by Councilwoman Spango and seconded by Councilwoman McCartney, REFUNDING BOND ORDINANCE PROVIDING FOR THE REFUNDING OF EMERGENCY APPROPRIATIONS RELATED TO THE SEVERANCE LIABILITIES FROM THE LAYOFF OR RETIREMENT OF EMPLOYEES IN AND BY THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, NEW JERSEY, APPROPRIATING $1,000.000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,000,000 BONDS OR NOTES OF THE TOWNHSIP FOR FINANCING COST THEREOF, was taken up on second and final reading. Ordinance #2442-15 On motion made by Councilwoman McCartney and seconded by Council President Guarino, AN ORDINANCE AMENDING THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE, CHAPTER 23, SECTION 1, ESTABLISHING FEES AND RATES AT GINNY DUENKEL POOL FOR THE 2015 SEASON, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. Ordinance #2443-15 On motion made by Councilwoman McCartney and seconded by Councilman Cirilo, AN ORDINANCE AMENDING AN ORDINANCE CREATING A RECLASSIFICATION AND SALARY SCHEDULE OF CERTAIN TOWNSHIP OF WEST ORANGE EMPLOYEES SETTING FORTH THEIR TITLES, CLASSIFICATION AND SALARY RANGES AND ADOPTING A SALARY GUIDE AND ESTABLISHING THE EMPLOYEE’S STATUS AS A TOWNSHIP EMPLOYEE AND UNDER THE GUIDELINES OF THE NEW JERSEY DEPARTMENT OF PERSONNEL-PLUMBING SUBCODE OFFICIAL, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this was the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. 5 Ordinances on First Reading Ordinance #2444-15 AN ORDINANCE AMENDING CHAPTER 25, SECTIONS 51.16, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE (REVISION TO ZONING ORDINANCE), was introduced and passed on first reading. The Clerk read the ordinance by title only. On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on March 10, 2015. All members voting “Aye”. Resolution #59-15 Resolution Authorizing the Appointment of Alicia Skinner t/a Skinner Consulting Services as the Township’s Grant Writer for a Fee of $2,333.33 Per Month for a Period of One Year Commencing on January 1, 2015 through December 31, 2015 Following discussion and on motion made by Councilwoman Spango and seconded by Councilwoman McCartney, the above mentioned resolution was held-over until the March 10, 2015 public meeting. All members voting “Aye” to holdover. Resolution #64-15 Resolution Authorizing a Contract with Goose Control Technologies for a Term of One Year During 2015 at a Rate of $3,000.00 Following discussion and on motion made by Councilman Cirilo and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Cirilo, Councilwoman McCartney, Councilwoman Spango and Council President Guarino voting “Aye”. Councilman Krakoviak voting “Nay”. The Minutes of this meeting are on file in the Office of the Municipal Clerk.
