3 for Their Sale to the New Jersey Environmental Infrastructure Trust and the State of New Jersey Pursuant to the State Fiscal Year 2015 New Jersey Environmental Infrastructure Trust Financing Program Resolution #74-15 Resolution Authorizing the Execution and Delivery of Loan Agreements to be Executed by the Township of West Orange and Each of the New Jersey Environmental Infrastructure Trust and the State of New Jersey, Acting by and Through the Department of Environmental Protection, and Further Authorizing the Execution and Delivery of an Escrow Agreement, All Pursuant to the State Fiscal Year 2015 New Jersey Environmental Infrastructure Trust Financing Program Ordinances on Second and Final Reading Ordinance #2440-15 On motion made by Council President Guarino and seconded by Councilwoman Spango, REFUNDING BOND ORDINANCE PROVIDING FOR THE REFUNDING OF EMERGENCY APPROPRIATIONS RELATED TO PAYMENT OF AMOUNTS OWING TO OTHERS FOR TAXES LEVIED IN AND BY THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, NEW JERSEY, APPROPRIATING $2,284.702 THEREFOR AND AUTHORIZING THE ISSUANCE OF $2,284,702 BONDS OR NOTES OF THE TOWNSHIP FOR FINANCING THE COST THEREOF, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Councilwoman Spango, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law.
