3 Ordinances on Second and Final Reading Ordinance #2445-15 On motion made by Council President Guarino and seconded by Councilwoman Spango, AN ORDINANCE AMENDING AN ORDINANCE CREATING A RECLASSIFICATION AND SALARY SCHEDULE OF CERTAIN TOWNSHIP OF WEST ORANGE EMPLOYEES SETTING FORTH THEIR TITLES, CLASSIFICATION AND SALARY RANGES AND ADOPTING A SALARY GUIDE AND ESTABLISHING THE EMPLOYEE’S STATUS AS A TOWNSHIP EMPLOYEE AND UNDER THE GUIDELINES OF THE NEW JERSEY DEPARTMENT OF PERSONNEL-ASST. SUPERVISOR/PUBLIC WORKS/CERTIFIED POOL OPERATOR-ASST. SUPERVISING MECHANIC-RECORDS SUPPORT TECH 1, SR. PUBLIC WORKS REPAIRER/PARKING METER COLLECTOR, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this was the scheduled time for the public hearing and asked if there was anyone who wished to make a statement at this time. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman Spango and seconded by Council President Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. Councilman Cirilo, Councilwoman Spango and Council President Guarino voting “Aye”. Councilman Krakoviak and Councilwoman McCartney voting “Nay”. Ordinance #2446-15 On motion made by Council President Guarino and seconded by Councilman Cirilo, AN ORDINANCE CREATING CHAPTER 2, SECTION 61 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE ENTTITLED “PEDESTRIAN SAFETY ADVISORY BOARD”, was taken up on second and final reading. Councilman Cirilo, Councilwoman Spango, Councilwoman McCartney and Council President Guarino voting “Aye”. Councilman Krakoviak voting “Nay” The Council President stated that this was the scheduled time for the public hearing and asked if there was anyone who wished to make a statement at this time. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilman Cirilo and seconded by Council President Guarino, the above mentioned ordinance was defeated. All members voting “Nay”. Ordinances on First Reading Ordinance #2447-15 CALENDAR YEAR 2015 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40 A:4-45.14), was introduced and passed on first reading. The Clerk read the ordinance by title only.
