1 Public Meeting – April 14, 2015 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 7:01 P.M. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 4, 2014. Roll Call: Present: Councilman Cirilo, Councilman Krakoviak, Councilwoman McCartney, Councilwoman Spango and Council President Guarino Absent: None The Township identified and presented for unanimous consent, Item 4 (Minutes), Item 7 (Bills), and Item 8 (Certain Resolutions). On motion made by Councilwoman Spango and seconded by Council President Guarino, the Consent Agenda was implemented. All members voting “Aye”. Public Comment The Council President asked if there was anyone who wished to make a statement at this time. Mark Meyerowitz, 19 Howell Drive, West Orange Rosary Morelli, 22 Ralph Road, West Orange Anthony Puglisi, Public Information Officer, Essex County There was no one else who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Councilwoman Spango, the Council went into Executive Session to Discuss a Legal/Personnel matter with regard to Resolution 116-15. All members voting “Aye”. On motion made by Council President Guarino and seconded by Councilman Cirilo, the Council came back from Executive Session into Public Session. All members voting “Aye”. Minutes The public minutes of March 24, 2015 and the Special Meeting Minutes of Teleconference, March 27, 2015 were approved as submitted.
2 Bills The Bill List was received and ordered paid. A Summary of the Bill List is attached. Resolutions The following Resolutions were adopted: Resolution #113-15 Resolution Authorizing the Township OEM to Accept Funds From a Sub grant Award of the Federal Fiscal Year 2014 of Emergency Management Agency Assistance Program Funding and for the Chief Financial Officer to Amend the Budget and Certify the Availability of Funds – EMAA Resolution #114-15 Resolution Authorizing the Issuance of Raffle Licenses Resolution #116-15 Resolution Authorizing Retention of Edwin R. Matthews, Esq. to Provide Legal Counsel on Pension- Related Matters Resolution #118-15 Resolution Authorizing the Township Administration to Process an Involuntary Disability Retirement Application for Detective Keith Boryeskne Ordinances on Second and Final Reading - None Ordinances on First Reading Ordinance #2448-15 AN ORDINANCE AMENDING CHAPTER 25, SECTIONS 51.16 OF THE REVISED GENERAL ORDINANCES OF THE TOWNHSIP OF WEST ORANGE, was introduced and passed on first reading. The Clerk read the ordinance by title only. On motion made by Councilman Cirilo and seconded by Councilwoman McCartney, the above mentioned ordinance was passed on first reading, ordered advertised according to law, to come up for second and final reading on April 28, 2015. All members voting “Aye”. Resolution #112-15 Resolution Authorizing Execution of Agreement with Fairview Insurance Associates to Provide Services as Broker of Record Following discussion and on motion made by Councilwoman McCartney and seconded by Councilwoman Spango, the above mentioned resolution was adopted.
3 Councilman Cirilo, Councilwoman McCartney, Councilwoman Spango and Council President Guarino voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #115-15 Resolution Authorizing a Land Lease Agreement with Verizon Regarding the Telecommunications Monopole at the Woodlands Fire House Located at 280 Pleasant Valley Way Following a brief discussion, Councilman Krakoviak made a motion to table the resolution, there was no second and the motion failed. Following discussion and on motion made by Councilwoman McCartney and seconded by Councilwoman Spango, the above mentioned resolution was adopted. Councilman Cirilo, Councilwoman McCartney, Councilwoman Spango and Council President Guarino voting “Aye”. Councilman Krakoviak voting “Nay”. Resolution #117-15 Resolution Authorizing Execution of Memorandum of Understanding with West Orange Fireman’s Mutual Benevolent Association, Local 28 Following discussion and on motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above mentioned resolution was adopted. All members voting “Aye”. The Minutes of this meeting are on file in the Office of the Municipal Clerk. On motion made by Council President Guarino and seconded by Councilman Cirilo, the meeting was adjourned at 8:14 P.M. All members voting “Aye”. KAREN J. CARNEVALE, R.M.C.
