1 Conference Meeting – January 3, 2017 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, and 66 Main Street, West Orange, New Jersey at 6:42 p.m. Karen J. Carnevale, Municipal Clerk, read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 28, 2016 and published in the West Orange Chronicle on December 8, 2016. Roll Call: Present: Councilwoman Casalino, Councilman Guarino, Councilman Krakoviak, Councilwoman McCartney, Council President Cirilo and Mayor Parisi. The Clerk stated that the recessed meeting of December 20, 2016 that was to continue tonight was recessed until January 17, 2017. The Oaths of Office were administered to Councilwoman Michelle Casalino by Assemblyman John F. McKeon, to Councilman Jerry Guarino by Mayor Robert D. Parisi and to Council President Joe Krakoviak by the Honorable Harry Starrett, Former Chief Judge of the Municipal Court of West Orange. Council President Krakoviak presented a plaque to outgoing Council President Victor Cirilo and Councilman Cirilo presented incoming Council President Krakoviak with a personalized gavel. Jack Sayers gave an update on the Redevelopment on Main Street. On motion made by Councilman Guarino and seconded by Councilman Cirilo, the consent agenda was approved. All members voting “Aye.” Resolution(s) Removed from Consent Agenda Resolution 20-17 20-17 Resolution Authorizing the Execution of a Professional Services Agreement with Fairview Insurance Agency Associates, Inc., 25 Fairview Avenue, Verona, NJ to serve as Insurance Brokers for the Township for the Period January 1, 2017 through December 31, 2017 (Legal-Moon) On motion made by Councilman Cirilo and seconded by Councilwoman Casalino, the above mentioned resolution was approved. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino and Councilwoman McCartney voting “Aye.” Council President Krakoviak voting “Nay.” Resolution 30-17 30-17 Public Hearing and Adoption of Downtown West Orange Alliance Special Improvement District 2017 Budget (Brill) At this time, Council President Krakoviak opened the Public Hearing for the 2017 Downtown West Orange Alliance Budget. The Clerk stated the following: This is the time for the public hearing on the Downtown West Orange Alliance Budget (SID) for 2017. The Budget was approved by the Governing Body on November 22, 2016 and advertised in full as required by law on December 15, 2016 in the West Orange Chronicle. Megan Brill, Executive Director and Kevin Kruse gave a presentation and answered questions from the Council members. No one else wished to be heard.
5 On motion made by Councilman Guarino and seconded by Councilman Cirilo, the public hearing was closed. All members voting “Aye.” On motion made by Councilman Guarino and seconded by Councilwoman Casalino, above referenced resolution was approved. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino and Councilwoman McCartney voting “Aye.” Council President Krakoviak voting “Nay.” Ordinance(s) on Second and Final Reading Ordinance 2499-16 On motion made by Councilman Cirilo and seconded by Councilwoman McCartney, An Ordinance Adopting a Redevelopment Plan for An Area in Need of Redevelopment Consisting of Block 9, Lots. 11.01, 11.02, 11.03, 32, 36 and Block 7, Lot 22 in Accordance with N.J.S.A. 40A:12A- 1, et seq. was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Sean Moronski of Matrix New World Engineering gave a brief explanation of the above referenced ordinance and answered questions from the Council members. No one else wished to be heard. On motion made by Councilwoman Casalino and seconded by Councilman Cirilo, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino and Councilwoman McCartney voting “Aye.” Council President Krakoviak voting “Nay.” Ordinance 2500-16 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard.

On motion made by Councilwoman Casalino and seconded by Councilman Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members present voting “Aye.” Ordinance(s) on First Reading Ordinance 2501-17 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-29.1, Speed Limits in General of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 17, 2017. All members voting “Aye.” Ordinance 2502-17 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-46.2, Parking Prohibited During Certain Hours of Certain Days on Certain Streets Servicing Residential Land Uses, Except by Permit of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 17, 2017. All members voting “Aye”. Ordinance 2503-17 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-37.1b, Municipal Parking Yards; Metered Parking, Permit Parking, Time Limited Parking, and Subsection 7- 50.3h Parking Meters in Parking Yards, Prohibited Parking of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 17, 2017. All members voting “Aye”. At this time, Lenny Lepore explained the purpose of this Ordinance. Mr. Lepore answered questions of the Council. Pending Matters/New Matters/Council Discussion Council President Krakoviak asked Mr. Lepore to brief the Council as to the artificial turf field at the high school. Also discussed was the ordinance for the Human Relations Commission that is being reviewed by the Legal department, the Municipal Budget process and the auction of the Ridgeway Property.
