1 Conference Meeting – June 13, 2017 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:36 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 28, 2016 and published in the West Orange Chronicle on December 8, 2016. Roll Call: Present: Councilwoman Casalino, Councilman Guarino, Councilwoman McCartney and Council President Krakoviak. Absent: Councilman Cirilo delayed due to work obligation. Mr. Sayers gave an update as to the progress of the Redevelopment project on Main Street. g the Township to Execute a Hold Harmless Agreement with North Bergen Board of Education and North Bergen Police Department to Host an “Active Shooter Simulation” (Legal-Maier) The North Bergen Police Department desires to have members of the West Orange Police Department to host an “Active Shooter Simulation” for the North Bergen Police Department and North Bergen Board of Education. This resolution would authorize the Township to execute a Hold Harmless Agreement with the North Bergen Board of Education and North Bergen Police Department in order to hold harmless the Township from any claims and/or litigation arising out of the Township’s use of the Property. On motion made by Councilman Guarino and seconded by Councilman Cirilo, the consent agenda was approved. All members present voting “Aye.”

4 Resolution(s) Removed from Consent Agenda Resolution 134-17 q. 134-17 Resolution Authorizing Changer Order No. 2 for the Project Street Improvements 2016, Reggio Construction, Inc., 1575 West Street, Fort Lee, NJ 07024 in the Amount of $49,900.00. This represents a unit price cost of $60 per linear foot of pipe and $250 for each house connection. This unit price for pipe installation is in line with unit prices bid for 12 inch diameter and 18 inch diameter pipe of $82 and $87 per linear foot respectively. On motion made by Councilman Guarino and seconded by Councilman Cirilo, the above mentioned resolution was approved. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino and Councilwoman McCartney voting “Aye.” Council President Krakoviak voting “Nay.” Resolution 135-17 r. 135-17 Resolution Authorizing Changer Order No. 1 and Final for the Colgate Park Perimeter Pathway Improvements; Franklin Avenue at Cherry Street to Grabowski Construction, Inc., 770 Northfield Avenue, West Orange, in the Amount of $8,368.00. On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the above mentioned resolution was approved. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino and Councilwoman McCartney voting “Aye.” Council President Krakoviak voting “Nay.” Resolution 142-17 s. 142-17 Resolution Authorizing the Execution of an Agreement with Montclair State University to Administer Research Related to the Health Needs of Township Residents Aged 55 and Older The funding for the research is being provided through a $10,000 grant from the Partners in Health Foundation. On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the above mentioned resolution was approved. All members present voting “Aye.” Ordinances on Second and Final Reading Ordinance 2510-17 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Amending Chapter IX to Include Section 3 Re: Mandatory Direct Deposit was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. All members present voting “Aye.” Ordinance 2512-17 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-20, Stop Intersection of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. No one wished to be heard. On motion made by Councilwoman Casalino and seconded by Councilman Guarino, the above mentioned ordinance was passed on second and final reading and ordered advertised according to law. All members present voting “Aye.” Ordinance 2513-17 On motion made by Councilwoman Casalino and seconded by Councilman Guarino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing Employees Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-26.1, Bus Stops and Subsection 7-30 Mid-Block Crosswalks of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 27, 2017. All members present voting “Aye.” Ordinance 2515-17 b. On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing Employees Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 27, 2017. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion Councilwoman Casalino inquired about an open position in the Property Maintenance department and asked for a list of repairs for the Township fire stations. At 9:34 p.m., on motion made by Councilwoman McCartney and seconded by Councilman Guarino, the meeting was adjourned. All members present voting “Aye”. ABC Matter On motion made by Councilwoman McCartney and seconded by Councilman Guarino, the Council reconvened as the ABC Board to hear the following matters: Resolution 575-17 a. Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2017-2018 License Term On motion made by Councilman Guarino and seconded by Councilman Cirilo, the resolution was approved. All members present voting “Aye.” Resolution 576-17 576-17 Resolution Authorizing an Executive Session to Discuss the Matter of Litigation- Prosecution of ABC Charges-Las Palmeras On motion made by Councilman Guarino and seconded by Councilman Cirilo, the resolution was approved. All members present voting “Aye.”

All members present voting “Aye.” Resolution 579-17 579-17 Hearing on Renewal for 2017-2018 License Term-Huguitos 0722-33-024-005 (Special Conditions) On motion made by Councilman Guarino and seconded by Councilman Cirilo, the resolution was approved. All members present voting “Aye.” Executive Session – ABC Matter At this time an Executive Session was held with regard to a matter of Litigation-Prosecution of ABC Charges-Las Palmeras.
