3 h. 230-17 Resolution Authorizing Inclusion in the Essex County Urban County Community Development Program for Program Years 2018-2020 (Planning) i. 231-17 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey (Gagliardo) j. 232-17 Resolution Authorizing the Tax Collector to Reimburse Taxes Due to an Overpayment (Assessor) On motion made by Councilman Guarino and seconded by Councilman Cirilo, the consent agenda was approved. All members present voting “Aye.” Resolution(s) Removed from Consent Agenda Resolution 226-17 Resolution to Award a Contract to Willdan Energy, 200 Middlesex Essex Turnpike, Suite 304, Iselin, NJ 08830 as the BPU Direct Install Contractor for Energy Efficient Measures for Various Township Facilities in the Amount of $65,545.27 (DeSantis) On motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above- mentioned resolution was approved. All members present voting “Aye.” Ordinances on Second and Final Reading-None Ordinances on First Reading Ordinance 2529-17 On motion made by Councilman Cirilo and seconded by Councilwoman McCartney, Refunding Bond Ordinance Providing Funding for an Emergency Appropriation for Payment of Amounts Owing to Others for Taxes Levied in and by the Township of West Orange, in the County of Essex, New Jersey, Appropriating $3,200,000 Therefor and Authorizing the Issuance of $3,200,000 Bonds or Notes of the Township for Financing the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 21, 2017. All members present voting “Aye.” Ordinance 2530-17 On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 21, 2017. All members present voting “Aye.”
