1 Conference Meeting – November 21, 2017 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:33 p.m., Karen J. Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 28, 2016 and published in the West Orange Chronicle on December 8, 2016. Roll Call: Present: Councilman Guarino, Councilwoman McCartney, Council President Krakoviak. Absent: Councilwoman Casalino, Councilman Cirilo A check in the amount of $76,936.64 was presented to the NOCC, represented by Jennifer Marzigliano by Megan Brill, Executive Director, Downtown West Orange Alliance. A presentation was made by Councilman Guarino on behalf of Mayor Parisi to Todd Cohen in recognition of Pancreatic Awareness Month. Perry Bashkoff, the Township’s Social Media Coordinator gave an update to the Council summarizing all projects he has been working on in 2017. Mr. Sayers gave an update on the progress of Phase I of the Redevelopment Project on Main Street. The Council responded at this time. *Review of Consent Agenda *Approval of Minutes of Previous Meeting-Public Meeting October 24, 2017 were approved as submitted. *Report of Township Officers- Municipal Court, September and October 2017 *Reading of Petitions and Communications and Bids – None *Resolution(s) adopted on Consent Agenda: a. 233-17 Resolution Authorizing Special Emergency Notes in the Amount of $1,200,000 to Fund a Special Emergency Appropriation for the Payment of Severance Liabilities Resulting from Accrued Leave in Connection with the Layoff or Retirement of Employees (Gross) b. 234-17 Resolution Authorizing the Collector of Taxes to Refund Payment to the Listed Taxpayer Due to an Overpayment of Taxes Due to a Duplicate Payment (Gagliardo) c. 236-17 Resolution Authorizing a Contract for Extra Duty Management Services for the West Orange Police Department to Hart Halsey, LLC d/b/a Extra Duty Management (EDS), 101 Merritt Boulevard, Suite 21, Trumbell, Connecticut 06611 (Legal-Moon) d. 237 Resolution Authorizing the Issuance of Raffle Licenses (Clerk) f. 238-17 Resolution Stating No Objection to the Montclair Golf Club at Rock Spring’s Issuance of a License for Use of A Helicopter to Deliver Santa Claus (Clerk) This resolution would state that the Township Council does not object to the Montclair Golf Club at Rock Spring’s application for a temporary license to the New Jersey Department of Transportation. A temporary license is needed in order for the Rock Spring Club to have a helicopter land at the club property to deliver Santa Claus to club members and their guests in attendance for a holiday celebration on December 17, 2017 at approximately 1:30 p.m. g. 3 l. 244-17 Resolution authorizing the Execution of a License and Hold Harmless Agreement with Clara Maas to Utilize Space at a West Orange Police Substation as Part of Their Crisis Intervention Program (Legal-Moon) m. 245-17 Resolution Authorizing an Executive Session to Discuss a Matter of Personnel with Regard to Resolution 235-17 (Trenk) On motion made by Councilman Guarino and seconded by Councilman Cirilo, the consent agenda was approved. All members present voting “Aye.” Ordinances on Second and Final Reading Ordinance 2529-17 On motion made by Councilman Cirilo and seconded by Councilman Guarino, Refunding Bond Ordinance Providing Funding for an Emergency Appropriation for Payment of Amounts Owing to Others for Taxes Levied in and by the Township of West Orange, in the County of Essex, New Jersey, Appropriating $3,200,000 Therefor and Authorizing the Issuance of $3,200,000 Bonds or Notes of the Township for Financing the Cost Thereof was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. No one wished to be heard. On motion made by Councilwoman McCartney and seconded Councilman Guarino, the above-mentioned ordinance passed on second and final reading and ordered advertised according to law. All members present voting “Aye.” Ordinance 2530-17 On motion made by Council President Krakoviak and seconded by Councilwoman McCartney, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. 4 On motion made by Council President Krakoviak and seconded Councilman Guarino, the above- mentioned ordinance passed on second and final reading and ordered advertised according to law. All members present voting “Aye.” Ordinance 2531-17 On motion made by Council President Krakoviak and seconded by Councilwoman McCartney, An Ordinance Authorizing Special Emergency Appropriation Pursuant to NJSA 40A:4-53 for Severance Liabilities Resulting from Accrued Leave in Connection with the Layoff or Retirement of Employees was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. No one wished to be heard. All members present voting “Aye.” Ordinances on First Reading Ordinance 2532-17 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Establishing Chapter 23, Sections 5 of the Revised General Ordinances of the Township of West Orange (Township of West Orange Skate Park) was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 5, 2017. All members present voting “Aye.” Ordinance 2533-17 On motion made by Councilwoman McCartney and seconded by Councilman Guarino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange – Handicapped Parking Spaces- 82 Valley Way and 24 Park Terrace was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 5, 2017. All members present voting “Aye.” Ordinance 2534-17 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-29.1, Speed Limits in General and Subsection 7-33, School Zones, of the Revised General Ordinances of the Township of West Orange

5 was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 5, 2017. All members present voting “Aye.” Pending Matters/New Matters/Council Discussion Municipal Clerk Carnevale reminded the Council that the nomination for the 2018 Council President will be held at the December 5, 2017 meeting. ABC Hearing-None At 8:23 p.m., the Council entered into an executive session for the purpose of discussing a personnel matter. At 8:30 p.m., the Council returned from executive session. Resolution(s) Removed from Consent Agenda Resolution 235-17 Resolution Authorizing an Increase of the Cap on Fees to $5,391.20 for the Retention of Mr. Richard Bauch, Esq, Porzio, Bromberg and Newman to Serve as an Independent Investigator for the Purpose of Conducting a Confidential Personnel Investigation (Legal-Moon) On motion made by Councilwoman McCartney and seconded by Councilman Guarino, the above- mentioned resolution was approved. All members present voting “Aye.” On motion made by Council President Krakoviak and seconded by Councilman Cirilo, the meeting was adjourned.
