1 Conference Meeting – January 9, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:39 p.m., Karen J. Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 25, 2017 and published in the West Orange Chronicle on November 2, 2017. Roll Call: Present: Councilwoman Casalino, Councilman Guarino, Councilman Krakoviak, Council President McCartney Absent: Councilman Cirilo Mayor Parisi administered the Oath of Office to Susan McCartney for the position of Council President. On Motion made by Councilman Guarino and seconded by Council President McCartney, the June 2018 Council meeting dates were revised. All Council members present voting “Aye.” Mr. Sayers gave an update on the progress of Phase I of the Redevelopment Project on Main Street. All members present voting “Aye.” Resolution(s) Removed from the Consent Agenda Resolution 17-18 Resolution Designating the Essex Green and Executive Drive Area as an Area in Need of Redevelopment Consistent with the Planning Board Recommendations (Legal-Moon) On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above referenced resolution was approved. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino and Council President McCartney voting “Aye.” Councilman Krakoviak voting “Nay.” Resolution 28-18 Public Hearing and Adoption of the 2018 Downtown West Orange Alliance Budget (Brill) On motion made by Councilman Guarino and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members voting “Aye.”

5 Ordinances on First Reading Ordinance 2535-18 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 18, Sections 1.7, 1.8 and 1.9 of the Revised General Ordinances of the Township of West Orange (Local Enforcement of the Uniform Fire Code) was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 23, 2018. All members present voting “Aye.” Ordinance 2536-18 On motion made by Councilwoman Casalino and seconded by Council President McCartney, Bond Ordinance Providing for the Green Acres Multi-Park Development Project in and by the Township of West Orange, in the County of Essex, New Jersey, Appropriating $143,575 Therefor and Authorizing the Issuance of $136,575 Bonds or Notes of the Township to Finance Part of the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 23, 2018. Councilwoman Casalino, Councilman Cirilo, Councilman Guarino and Council President McCartney voting “Aye.” Councilman Krakoviak abstained from the vote. Pending Matters/New Matters/Council Discussion Councilman Krakoviak explained that he had sent an email regarding the position of Council President and asked that it be discussed at the January 23, 2018 meeting. Ken Kayser suggested revamping the Council rules. Council President Susan McCartney made a request to obtain the NJ DEP violation reports with regard to the Recycling Center and also inquired about the Garbage Contract for the Township and the Board of Education. ABC Hearing-None At 11:23 p.m., the Council returned from an executive session to discuss a matter concerning Pending Litigation involving affordable housing. On motion made by Councilman Cirilo and seconded by Councilman Guarino, the meeting was adjourned.
