1 Conference Meeting – September 25, 2018 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:35 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 25, 2017 and published in the West Orange Chronicle on November 2, 2017. Roll Call: Present: Councilwoman Casalino, Councilman Guarino, Councilman Krakoviak, and Council President McCartney. Councilman Cirilo was absent. Mayor Parisi presented a proclamation to Ms. Alice Fried honoring her for 50 years of service as a Trustee to the West Orange Scholarship fund. A proclamation was presented to Fire Chief Anthony Vecchio recognizing Fire Prevention Week, October 7 – 13, 2018. A proclamation was presented to Cynthia Cumming, West Orange Board of Education Communications Coordinator and Tammy Williams, Chair of the Human Relations Commission recognizing October 2018 as New Jersey Anti Bullying Prevention Month. Mr. Sayers gave a brief update on the redevelopment area. (Legal-Moon) o. 222-18 Resolution Authorizing the Emergency Award of a Non-Fair and Open Contract to Omega Environmental Services, Inc. (DeSantis) p. 223-18 Resolution Authorizing the Tax Collector to Cancel an Assessment on Block 107, Lot 1.04 for the Year 2017 (Tax) In 2017, ASI inadvertently put an added assessment on a non-existent lot number Block 107, Lot 1.04. This resolution will cancel the assessment. On motion made by Council President McCartney and seconded by Councilman Guarino, the consent agenda was approved. All members present voting “Aye.” Resolution(s) Removed from the Consent Agenda Resolution 218-18 q. 218-18 Resolution Authorizing the Continued Appointment of Richard D. Trenk, Esq. as the Township Attorney Pursuant to the Terms and Conditions of Current Professional Services Agreement upon the Transfer of Mr. Trenk to the Law firm of McManimon Scotland and Bauman, LLC, effective October 1, 2018 (Legal) On motion made by Council President McCartney and seconded by Councilman Guarino, the consent agenda was approved. Councilwoman Casalino, Councilman Guarino and Council President McCartney voting “Aye.” Councilman Krakoviak voting “Nay.” Ordinances on Second and Final Reading Ordinance 2550-18 On motion made by Council President McCartney and seconded by Councilman Guarino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-20, Stop Intersections, was taken up on second and final reading. All members voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. Ordinance 2551-18 On motion made by Councilwoman Casalino and seconded by Councilman Guarino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2 Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange – Handicapped Parking Stall – 89 Ashland Avenue was taken up on second and final reading. Ordinance(s) on First Reading Ordinance 2552-18 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel – Deputy Registrar/Keyboarding Clerk 3, of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on October 16, 2018. All members voting “Aye”. Ordinance 2553-18 On motion made by Councilman Guarino and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-29.1, Speed Limits in General, and Subsection 7-33, School Zones, of the Revised General Ordinances of the Township of West Orange – Pleasant Valley Way was approved on first reading, ordered advertised according to law, to come up for second and final reading on October 16, 2018. 5 Pending Matters/New Matters/Council Discussion A discussion took place among the Council and Business Administrator with regard to Senior Transportation. Councilman Krakoviak inquired about the invoices for Peter Ricci and Heyer Gruel Associates and asked if the Council could get a copy when made available. At 10:36 p.m., on motion made by Councilman Guarino and seconded by Council President McCartney, the public meeting was adjourned and the Council entered into an ABC Hearing. All members voting “Aye”. ABC Hearing ABC Resolution 609-18 609-18 Resolution Authorizing a Person to Person Transfer of Plenary Retail Consumption License 0722- 33-042-005 Lincoln Highway Industrial Development, LLC to Akama Notes, LLC t/a The Zuluba, 437 Main Street, West Orange, NJ (Vote by email, September 20, 2018-Ratified September 25, 2018) On motion made by Councilman Guarino and seconded by Council President McCartney, the above referenced resolutions were ratified.
