Conference Meeting — August 13, 2019 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:39 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on September 26, 2018 and published in the West Orange Chronicle on October 4, 2018. Roll Call: Councilwoman Casalino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Guarino. Mr. Sayers gave an update on Redevelopment and the Rock Spring Golf Club. The Council gave their liaison announcements. The Council President invited Mr. Anthony Puglisi, representative of the County Executive and Public Information Officer for the County of Essex to give an update on the potential improvements to the Turtle Back Zoo Amphitheatre. Resolution(s) Removed from the Consent Agenda Resolution 201-19 Resolution Authorizing the Township to Enter into a Memorandum of Understanding with Ring, LLC Whereby Ring will Provide the West Orange Police Department at No Cost Access and Use of the Ring Neighbors App (Legal-Moon) On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above referenced resolution was approved. Councilwoman Casalino, Councilman Krakoviak, Councilwoman McCartney and Council President Guarino voting “Aye.” Councilwoman Matute-Brown voting “Nay.” Resolution 210-19 Resolution Authorizing the Retention of David B. Cronheim, Esq. to Provide Consulting Services Related to the Township’s Planning for the Next Phase of the Rock Spring Golf Club for a Fee of $3,500. per Month and Reasonable Expenses NTE $150. per Month for August through November 2019 (Legal-Trenk) On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye.” Resolution 211-19 Resolution Authorizing the Retention of Antonelli Kantor, P.C. as Special Alcoholic Beverage Control Prosecutor (Legal- Trenk) On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above referenced resolution was approved. All members present voting “Aye.” Ordinance(s) on Second and Final Reading Ordinance 2581-19 On motion made by Councilwoman McCartney and seconded by Council President Guarino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1, Handicapped Parking on Streets and Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed.

All members present voting “Aye.” Ordinances on First Reading Ordinance 2582-19 On motion made by Council President Guarino and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 2, Section 54 of the Revised General Ordinances of the Township of West Orange (Mayor’s Program for the Uniquely Gifted) was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 10, 2019. All members present voting “Aye”. Ordinance 2583-19 On motion made by Councilwoman Casalino and seconded by Councilwoman Matute-Brown, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 10, 2019. All members present voting “Aye”. Ordinance 2584-19 On motion made by Councilwoman Casalino and seconded by Council President Guarino, Bond Ordinance for Various Capital Improvements in and by the Township of West Orange, in the County of Essex, New Jersey Appropriating $8,240,866. Therefor and Authorizing the Issuance of $7,848,441. Bond or Notes of the Township to Finance Part of the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on September 10, 2019. All members present voting “Aye”. Pending Matters/New Matters/Council Discussion A discussion took place about the Green Acres Program. ABC Hearing At 11:27 p.m. on motion made by Councilwoman Matute-Brown and seconded by Councilwoman Casalino, the Council adjourned their public meeting resumed as the ABC Board. On motion made by Council President Guarino and seconded by Councilwoman Matute-Brown, the above-referenced resolution was approved. All members present voting “Aye”. On motion made by Council President Guarino and seconded by Councilwoman Matute-Brown, the Council meeting resumed and the Council entered into Executive Session. All members present voting “Aye”. At 11:47 p.m., on motion made by Councilwoman Matute-Brown and seconded by Councilwoman Casalino, the Council meeting was adjourned. All members present voting “Aye”.
