1 Conference Meeting – March 23, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:34 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown, Mayor Parisi A presentation was made by Josh Cohen, Jay Corella and Ryan Schinman of Pearl Media proposing a unique marketing and digital opportunity for the Township. Ms. Isabella Diaz Freedman gave a presentation and proposed banning the use of gas-powered leaf blowers in the Township. The Council gave their liaison announcements. All members voting “Aye.” Resolution(s) removed from the Consent Agenda Resolution 51-21 Resolution of the Township of West Orange, In the County of Essex, New Jersey, Designating a Redeveloper and Authorizing the Execution of a Redevelopment Agreement for the Property Known as Block 9, Lots 11.01, 11.02, 11.03, 32 & 36 and Block 7, Lot 22 on the Tax Map of the Township (Legal-Moon) This Resolution authorizes the designation of the Alpert Group as the Redeveloper for the Central Valley Redevelopment and authorizes the execution of a redevelopment agreement with the Alpert Group. On motion made by Councilwoman Tammy Williams and seconded by Councilwoman McCartney, the above referenced resolution was approved. All members voting “Aye.” Resolution 57-21 57-21 Resolution in Support of the Medicare for All Act of 2021, introduced in the United States House of Representatives on March 18, 2021, H.R. Bill (Bill Number Pending) (Council President Matute-Brown) On motion made by Councilman Rutherford and seconded by Council President Matute-Brown, the consent agenda was approved. Councilman Rutherford, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilwoman Casalino and Councilwoman McCartney voting “Nay.” Ordinances on Second and Final Reading Ordinance 2639-21 On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1 Handicapped Parking on Streets and Subsection 7-32.2, Restricted Parking Zones, of the

4 Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard. On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2642-21 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter XXV Land Use Regulations of the Revised General Ordinances of the Township of West Orange to Implement a Settlement Agreement with Fair Share Housing Center was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. There was no one that wished to be heard. On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, the above referenced ordinance was approved. All members voting “Aye.” Ordinances on First Reading-None Pending Matters/New Matters/Council Discussion On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, Evan Nass was nominated for the consensus appointment of the Council to serve on the Economic Development Commission. Councilwoman Casalino abstained. Councilwoman McCartney voting “Aye”. Councilman Rutherford, Councilwoman Williams and Council President Matute-Brown voting “Nay.” The motion failed. On motion made by Councilman Rutherford and seconded by Council President Matute-Brown, Abdur Yasin was nominated for the consensus appointment of the Council to serve on the Economic Development Commission.

5 Councilwoman Casalino, Councilman Rutherford, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilwoman McCartney voting “Nay.” The motion was carried and Mr. Yasin will serve a one-year appointment on the commission. The Council recognized Dr. David Jones as the new Chair of the Human Relations Commission. A ban on leaf blowers was discussed. A poll of the Council was taken to see if the administration should move forward with an RFP for the signage proposal. Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford and Councilwoman Williams were agreeable. Council President Matute-Brown was not in favor of moving forward with the RFP. All members voting “Aye.” At 11:34 p.m., on motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, the Council Meeting was adjourned. All members voting “Aye.
