1 Conference Meeting – April 20, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:39 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown, Mayor Parisi A presentation was given by Mayor Parisi and Paul Grygiel, the Township’s Planning Consultant regarding “An Area in Need of Rehabilitation.” Councilwoman Susan McCartney recognized Arbor Day. The Council discussed the upcoming Municipal Budget Hearing dates. The Council gave their liaison announcements. 2 658-21 Resolution Authorizing a Person to Person and Place to Place (Extension of Premises) transfer of Plenary Retail Consumption License No. 0722-33-031-007 from Anchor Restaurant, LLC, 290 Watchung Ave., West Orange, NJ 07052 to, 2001 Proof, LLC, 178 Main Street, West Orange, NJ 07052 t/a Parkside Bar & Grill (Clerk) Mr. Robert Williams, Esq. representing the new licensee Harrison Johnson, Mr. Harold Johnson and Mr. Daniel Antonelli, Jr., the Township’s ABC Prosecutor appeared before the ABC Board. Mr. Antonelli explained to the ABC Board that Police Chief Abbott and Lt. John DeMars recommended the transfer and dismissal of all pending charges on the former owner of the license. On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the ABC Board approved the transfer and the recommendations of Chief Abbott and Lt. DeMars. All pending charges were dismissed and the transfer was finalized. All members voting “Aye.” Resolution(s) removed from the Consent Agenda Resolution 72-21 k. 72-21 Resolution Approving an Amended Memorandum of Agreement between the West Orange Fire Superior Officer’s Association and the Township of West Orange (Gross) On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the above reference resolution was approved. Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford and Councilwoman Williams voting “Aye.” Council President Matute-Brown voting “Nay.” Ordinances on Second and Final Reading - None Ordinances on First Reading-None Executive Session At 8:59 p.m. on motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, the Council entered into an executive session. All members voting “Aye.” At 9:38 p.m., on motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the executive session was ended and the Council returned to their public meeting. 4 The Council discussed the Cannabis legislation and the Preservation of Open Space. At 10:00 p.m., on motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the Council Meeting was adjourned. All members voting “Aye.
