1 Conference Meeting – July 13, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:31 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown, Mayor Parisi Bahram Mehretu, Executive Director of the W.O. Young Dems presented a power point on the topic of Civilian Review Boards. Police Chief Abbott provided an update as to implementing a Civilian Review Board in the Township. Congressman Donald M. Payne, Jr. serving New Jersey’s 10th District, gave a Congressional update mentioning among other things, the importance of getting people vaccinated, the INVEST in America Act, H.R. 3684, the Child Tax Credit, Mask for Students Act, the American Rescue Plan Act of 2021. The Council gave their liaison announcements. All members voting “Aye.” Ordinances on First Reading Ordinance 2651-21 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, Bond Ordinance Providing for the Acquisition of Various Properties Pursuant to the Downtown Redevelopment Plan, by and in the Township of West Orange, in the County of Essex, State of New Jersey; Appropriating $13,000,000 Therefor and Authorizing the Issuance of $13,000,000 Bonds or Notes of the Township to Finance the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on August 17, 2021. All members voting “Aye.” Pending Matters/New Matters/Council Discussion A discussion took place with regard to the Mayor’s recommendation that Michael Fonzino be made a department head in the health department along with a discussion about a shared services agreement for the Health Director position. The Council supported the recommendation and John Gross will move forward with the adjustment to the Budget to reflect this recommendation. Councilwoman Williams advised of the upcoming Mental Health Awareness-Green Ribbon Week taking place from September 21-24, 2021. Also discussed was the need for implementing a process for approval of the use of the Rock Spring Club for town- wide events and the use of public resources. At 11:48 p.m., a motion was made by Councilwoman Williams and seconded by Council President Matute- Brown to recess the Council meeting and enter into an ABC Hearing. All members voting “Aye.” Resolution 669-21 a. 669-21 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2021-2022 License Term (Clerk) On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, the above referenced resolution was approved.
