4 On motion made by Councilman Rutherford and seconded by Councilwoman Williams the above referenced resolution was approved. All members voting “Aye.” Resolution 187-21 a. 187-21 Resolution Authorizing a Professional Services Contract with The Shade Tree Department, John Linson Proprietor, P.O. Box 6089, West Orange, NJ 07052 to provide Forestry Services as a Certified Forester, Licensed Tree Expert and Arboriculture Approved Arborist for public rights of way and public property for a fee rate of $95 per hour (Lepore) On motion made by Councilwoman McCartney and seconded by Council President Matute-Brown, the above referenced resolution was approved as amended. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute- Brown voting “Aye.” Councilman Rutherford voting “Nay.” Ordinances on Second and Final Reading Ordinance 2645-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, Bond Ordinance Providing for Renovations to the West Orange Public Library, By and In the Township of West Orange, In the County of Essex, State of New Jersey; Appropriating $6,506,217 Therefor and Authorizing the Issuance of $3,408,000 Bonds or Notes of the Township to Finance the Cost Thereof was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard. On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2646-21 On motion made by Councilwoman McCartney and seconded by Councilwoman Williams, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange – Handicapped Parking Stalls at 172 High Street and 41 Liberty Street was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard.
