1 Conference Meeting – November 23, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:33 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown Councilwoman Casalino presented a Commendation to the West Orange PAL Mustangs 10U Travel Baseball Team for the 2021 USABL National Central Division Fall Baseball Championship represented by Cheryl Merklinger and Coach Zack Coppola. Councilman Rutherford read a Resolution of Respect in memory of Township resident and friend Ayanna Ede Williams. The Council reviewed and approved the 2022 Council meeting dates. The Council gave their liaison reports. All members voting “Aye.” Resolution(s) removed from the Consent Agenda Resolution 290-21 290-21 Resolution Authorizing Tax Appeal and Signage Agreement - CLPF Essex Green (Legal- Trenk) On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilman Rutherford voting “Nay.” Ordinances on Second and Final Reading Ordinance 2664-21 On motion made by Council President Matute-Brown and seconded by Councilwoman Williams, An Ordinance of the Township of West Orange, In the County of Essex, State of New Jersey Providing for a Special Emergency Appropriation in an Amount Not to Exceed $500,000 to Fund Contractually Required Severance Liabilities Resulting from the Retirement of Employees in the Township was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard. On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2665-21

4 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange-Handicapped Parking – 160 So. Valley Rd., 34 Park Terrace, 48 Liberty Street was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard. On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2666-21 On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 25, Section 40.2 of the Revised General Ordinances of the Township of West Orange (Permits) was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard. On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced ordinance was approved. All members voting “Aye.” Ordinances on First Reading Ordinance 2667-21 On motion made by Councilwoman Williams and seconded by Councilwoman McCartney, An Ordinance Amending Chapter 25 of the Revised General Ordinances of the Township of West Orange Authorizing and Encouraging Electric Vehicle Supply/Service Equipment (EVSE) and Make Ready Parking Spaces was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 14, 2021. 5 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 25, Land Use Regulations, Section 25-29, Stormwater Control and Subsections 25-29.1 Through 25-29.13 of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 14, 2021. All members voting “Aye.” Ordinance 2669-21 On motion made by Councilwoman Williams and seconded by Councilman Rutherford, Bond Ordinance Providing for the Installation of a Sanitary Sewerage System and Associated Laterals Located on Mellon Avenue Between Cleveland Terrace and Kitchener Avenue, in and by the Township of West Orange, in the County of Essex, State of New Jersey; Appropriating $160,000. Therefor and Authorizing the Issuance of $152,000. Bonds or Notes of the Township to Finance Part of the Cost Thereof and Directing a Portion of the Special Assessment of the Cost Thereof was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 14, 2021. All members voting “Aye.” Pending Matters/New Matters/Council Discussion A discussion took place with regard to the following: • Revisions to Smoking Ordinance • Plastic Bag Ban • Redevelopment Zone being extended to White Street At 9:49 p.m., on motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the public meeting was adjourned and the Council entered into an Executive Session.
