Conference Meeting — January 24, 2023 The Conference meeting began at 6:34 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 23, 2022 and published in the West Orange Chronicle on December 1, 2022. Roll Call — Councilwoman Casalino, Councilman Rutherford, Councilwoman Scarpa, Council President Williams Absent- Councilwoman Ghebremicael Mayor McCartney presented a Proclamation to Gerald and Roger Schneider on the anniversary of Schneider Hardware recognizing 100 years in the Township. A Proclamation was read by Shana Melius, on behalf of Congressman Donald Payne, celebrating the anniversary and Megan Brill, Executive Director of the Downtown West Orange Alliance presented 2 framed copies of the Mayor’s Proclamation to the Schneider brothers. Council President Williams announced the Community Development Block Grant (CDBG) award recipients for 2022. West Orange received $355,300 to rehabilitate Ashwood Terrace, William Street and Valley Road, for Bethany Center, for Main Street Counseling Center, and for Jesus, Others, Yourself Church of God. The Council gave their Liaison announcements. (Lepore) On motion made by Councilwoman Casalino and seconded by Council President Williams, the consent agenda was approved. All members present voting “Aye.” Ordinance(s) on Second and Final Reading Ord. 2708-23 On motion made by Councilwoman Scarpa and seconded by Council President Williams, An Ordinance Creating Chapter 2, Section 62 of the Revised General Ordinances of The Township of West Orange, Entitled “Older Adults Advisory Board”, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. Ordinances on First Reading Ord. 2709-23 On motion made by Councilman Rutherford and seconded by Council President Williams, An Ordinance Amending Chapter 5, Section 34.3 And Section 34.6, And Chapter 25, Section 11.7, Section 24.2 And Part A: Permitted Uses Table of District Regulations of The Revised General Ordinances of The Township of West Orange (Licensed Cannabis Entities), was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 7, 2023. All members present voting “Aye.” Ord. 2710-23 On motion made by Councilwoman Casalino and seconded by Council President Williams, An Ordinance Creating A Reclassification And Salary Schedule Of Certain Township Of West Orange Employees Setting Forth Their Titles, Classification And Salary Ranges And Adopting A Salary Guide And Establishing The Employee's Status As A Township Employee And Under The Guidelines Of The New Jersey Department Of Personnel, was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 7, 2023. All members present voting “Aye.” Ord. 2711-23 This ordinance was pulled from the agenda prior to the meeting. Ord. 2712-23 A motion was made by Council President Williams and seconded by Councilman Rutherford to introduce on first reading. After a brief discussion, on motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, the motion to introduce on first reading was withdrawn. Councilwoman Casalino, Councilman Rutherford and Councilwoman Scarpa voting “Aye.” Council President Williams voting “Nay.” On motion made by Councilwoman Casalino and seconded by Council President Williams, An Ordinance Amending Chapter 5, Section 34.3 And Section 34.6 Of The Revised General Ordinances Of The Township Of West Orange (Licensed Cannabis Entities), was tabled. ABC Hearing On motion made by Councilwoman Casalino and seconded by Councilman Rutherford, the Public meeting was adjourned, and the Council entered into an ABC Hearing. All members present voting “Aye.” 706-23 On motion made by Councilwoman Casalino and seconded by Council President Williams, Resolution Following N.J.S.A. 33:1-12.18 Special Ruling Renewing Alcoholic Beverage Retail Consumption License #0722-33-068-016, Wilshire Hospitality Services, LLC t/a Wilshire Catering (Pocket), for the 2021-2022 License Term was approved. All members present voting “Aye.” 707-23 On motion made by Council President Williams and seconded by Councilwoman Casalino, Resolution Following Issuance Of N.J.S.A. 33:1-12.39 Special Ruling Renewing Alcoholic Beverage Retail Consumption License #0722- 33-068-016, Wilshire Hospitality Services, LLC t/a Wilshire Catering (Pocket), for the 2022-2023 Term was approved.
