The motion failed. Councilwoman Casalino and Council President Williams voting “Aye.” Councilwoman Ghebremicael, Councilman Rutherford and Councilwoman Scarpa voting “Nay.” On motion made by Council President Williams and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye.” Ordinance(s) on Second and Final Reading Ord. 2717-23 On motion made by Council President Williams and seconded by Councilwoman Ghebremicael, An Ordinance Amending and Supplementing Chapter 2 of the Revised General Ordinances of the Township of West Orange, “Administration”, Article Vi., “Departments Established”, Section 7.1, “Departments, Boards and Commissions”, Adding Subsection A.9., “Department Of Engineering”, Deleting Section 7.1 B, and Amending and Supplementing Sections 10.1, “Director Of Public Works, Duties of Department” to Alter the Requirements for the Director of Public Works and the Responsibilities of the Department, Deleting Section 10.2., “Division Of Engineering”, and Creating a New and Separate “Department Of Engineering” in Newly Added Section 18.2., was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed.
