WHEREAS, representatives of the public were provided with an opportunity to pose questions of the Witnesses and also had an opportunity to offer statements in regard to the Application; and WHEREAS, the Board reviewed and considered the Application and the documents submitted therewith, the testimony of the Witnesses and members of the public; and WHEREAS, the Board having previously granted site plan approval and identical variances to rehabilitate an existing building in the same location as the proposed building at a hearing on November 1, 2023 which was memorialized in a resolution on November 29, 2023 for the matter docketed as PB-23-10; WHEREAS, the Board also considered the testimony and filed review letters of its professionals at the hearing, including review memos dated May 16, 2024 and July 3, 2024 from John J. Hess, P.E., PP, CME (Township Engineer) and a Planner’s Report by Gerard M. Haizel, PP, AICP, Principal of Nishaune Group, Township Planning Consultant dated may 12, 2024. NOW THEREFORE, the Board makes the following findings of fact, based upon the evidence presented at its public hearing, at which a record was made: 1. The Applicant is requesting approval for Preliminary and Final Major site plan approval with c variances to expand the existing childcare center by demolishing an existing building on site and building a new building in the same footprint as previously approved in the resolution memorialized on November 29, 2023 (the “first application”) located on property recently merged with Lot 1 (previously known as lot 5.01).
