AGENDA November 23, 2010 Township of West Orange 66 Main Street – 7:00 p.m. This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 3, 2009. A notice of this meeting was also posted on the Bulletin Board in the Municipal Building, West Orange and filed in the office of the Municipal Clerk of the Township of West Orange on December 3, 2009. Statement of Decorum In all matters not provided for in subsection 3-15.1 and except upon consent of the Council President, each person addressing the Council pursuant to this subsection shall be required to limit his or her remarks to five (5) minutes, and shall at no time engage in any personally offensive or abusive remarks. Ordinances on First Reading a. 2295-10 An Ordinance Amending and Supplementing Chapter 25, Section 46 of the Revised General Ordinances of the Township of West Orange (Planning Board) to Increase the Membership of the Planning Board to Include Two Alternate Members The purpose of this ordinance is to increase the membership of the Planning Board to include two (2) alternate members to be appointed by the Mayor b. 2296-10 An Ordinance Amending an Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Municipal Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel Range Changes per anticipated 2011 Reorganization Plan. *11. 290-10 Resolution Authorizing a Shared Services Agreement between the Township of West Orange and the Borough of Essex Fells for Health Services for a Three Year Period Commencing January 1, 2011 and Ending December 31, 2013 b. 291-10 Resolution Authorizing Change Order No. 2 with Shauger Property Services, Inc., in the Amount of $19,770.91 for the Change Order Proposals No. 4, 5, 6, 8, 9, 10 & 11 at the West Orange High School Football Field This resolution authorizes an additional appropriation of $19,770.91 for the West Orange High School Bleacher & Storage Installation to Shauger Property Services to accommodate additional improvement requests by the West Orange Board of Education. These additional improvements include replacing 126 feet or curb, electric motors for overhead doors in the storage building, additional electrical fixtures, 29 feet or additional fencing, a new concrete pad 10 feet by 20 feet and modifications to electrical conduits and manholes. This resolution writes off 2010 Items returned by our bank as insufficient and allows the CFO to write off this Revenue and charge Cash. g. 296-10 Resolution Authorizing the Cancellation of Certain Unexpended and Dedicated Balances of General Capital Appropriations Listed This resolution cancels outstanding balances in completed Bond Ordinances and credits deferred charges- unfunded and/or Bonds and Notes Authorized Not Issued, if applicable. h. 297-10 Resolution Authorizing the Chief Financial Officer to Void Certain Purchase Orders and/or Accounts Payable Listed This resolution cancels outstanding committments (2008 and Prior), returning the Appropriations to Surplus i. 298-10 Resolution Authorizing the Collector of Taxes to Refund Duplicate Payment of Fourth Quarter 2010 Taxes to Listed Taxpayers j. 299-10 Resolution Authorizing the Collector of Taxes to Rebate Payment to the Listed Taxpayer Pursuant to Final Judgment by the Tax Court of New Jersey k. 300-10 Resolution Awarding a Contract for the Provision of Recreational Services and Social Services to the Residents of the Township of West Orange for the Period Commencing January 1, 2010 – December 31, 2010 in the Amount of $45,000.00 This Grant is provided annually to the West Orange Community House l. 301-10 Resolution Establishing Rates for the West Orange Recreation Department for the 2011 Season m. 302-10 Resolution Awarding a Contract to Balance Point, 65 Harristown Road, Suite 302, Glen Rock, NJ, 07401 in an Amount NTE $42,067.06 for Municipal Payroll Services Municipal Payroll services are no longer supplied through our Bank and the
