1 July 1, 2012 The Inaugural Organization Meeting of the Township Council of the Township of West Orange, was held in the Council Chambers, 66 Main Street, West Orange, New Jersey at 2:00 P.M. After switching the ceremony from outdoors to the Council Chambers due to the heat, the meeting was opened by Municipal Clerk, Karen J. Carnevale, R.M.C. with a welcome to the elected officials and everyone present. The invocation was given by Rabbi Robert L. Tobin, Temple B’Nai Shalom. The National Anthem was sung by Chris Silva. The Clerk read the following statement: “This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law, 1975. A notice of this meeting was mailed to the Newark Star Ledger and the West Orange Chronicle on June 16, 2012. A notice of this meeting was also posted on the Bulletin Board in the Municipal Building, West Orange and filed in the Office of the Municipal Clerk of the Township of West Orange on June 16, 2012. Roll Call: Present: Councilman Anderton, Councilman Cirilo, Councilwoman McCartney, Councilman Krakoviak and Council President Spango Absent: None The Certificates of Results of the May 8, 2012 Municipal Election were read by the Municipal Clerk. The framed Certificate of Election was presented to the Honorable Patty Spango. This is to certify that Patty Spango was elected at a Municipal Election and hereunto affixed the Corporate Seal of the Township of West Orange, this first day of July, Two Thousand and Twelve.” S/Karen J. Carnevale, R.M.C. Municipal Clerk This is to certify that Patty Spango was elected at a Municipal Election, held in the Township of West Orange, New Jersey, May 8, 2012 to the Office of Councilmember-At-Large of West Orange and has qualified for said office in the manner required by law. In testimony whereof, I have hereunto set my hand and seal as Municipal Clerk and hereunto affixed the Corporate Seal of the Township of West Orange, this first day of July, Two Thousand and Twelve.” S/Karen J. Carnevale, R.M.C. Municipal Clerk The Honorable John F. McKeon, Assemblyman 27th District, administered the oath of office to Councilwoman Spango. Councilwoman Spango expressed his appreciation to her husband Mike and members of her family, friends and campaign staff for their hard work and support during the election.
2 The framed certificate of election was presented to Councilman Joe Krakoviak. “This is to certify that Joe Krakoviak was elected at a Municipal Election, held in the Township of West Orange, New Jersey, May 8th, Two Thousand Twelve, to the office of Councilmember-At-Large of West Orange and has qualified for said office in the manner required by law. In testimony whereof, I have hereunto set my hand and seal as Municipal Clerk and hereunto affixed the Corporate Seal of the Township of West Orange, this first day of July, Two Thousand and Twelve.” S/Karen J. Carnevale, R.M.C. Municipal Clerk The Honorable Robert H. Gardner, Superior Court Judge, Essex County, administered the oath of office to Councilman Krakoviak. Councilman Krakoviak expressed his appreciation to his wife Clare and members of his family, friends, and campaign staff for their hard work and support during the election. The framed certificate of election was presented to Councilman Jerry Guarino. “This is to certify that Jerry Guarino was elected at a Municipal Election, held in the Township of West Orange, New Jersey, May 8th, Two Thousand Twelve, to the office of Councilmember-At-Large of West Orange and has qualified for said office in the manner required by law. In testimony whereof, I have hereunto set my hand and seal as Municipal Clerk and hereunto affixed the Corporate Seal of the Township of West Orange, this first day of July, Two Thousand and Twelve.” S/Karen J. Father Thomas Ivory, St. Josephs Church, West Orange, offered a prayer for the elected officials. On motion made by Councilwoman McCartney and seconded by Councilwoman Spango, Victor Cirilo was nominated as Council President. All members voting “Aye” as the roll was called. The Honorable John F. McKeon, Assemblyman 27th District administered the oath of office to Council President Cirilo. Councilwoman Spango presented the gavel to Council President Cirilo and stated she looks forward to working with him as Council President. 3 Absent : None Resolutions On motion made by Councilwoman Spango and seconded by Councilwoman McCartney, the following resolutions were adopted: Resolution #137-12 Resolution Appointing Council Member Susan McCartney to Planning Board Resolution #138-12 Resolution Appointing Council Member Patty Spango to the Local Assistance Board Resolution #139-12 Resolution Appointing Council Member Patty Spango to the Eagle Rock Senior Citizens Housing Association (ERSCHA-Degnan House) Resolution #140-12 Resolution Appointing Council Member Joe Krakoviak to the West Orange Senior Citizens Housing Association (WOSCHA – John P. Renna House) Resolution #141-12 Resolution Appointing Council Members Jerry Guarino and Victor Cirilo to the Insurance Fund Commission Resolution #142-12 Resolution Appointing Council Member Victor Cirilo to the Joint Meeting Commission Resolution #143-12 Resolution Appointing Council Member Jerry Guarino to the Downtown West Orange Alliance Resolution #144-12 Resolution Appointing Council Member Patty Spango to the West Orange Municipal Alliance Committee Resolution #145-12 Resolution Appointing Council Member Susan McCartney to the West Orange Arts Council Resolution #146-12 Resolution Appointing Council Member Joe Krakoviak to the Open Space and Recreation Committee At this time, a presentation of flowers was made to the families of the newly elected officials. The Benediction was offered by Bishop Douglas H. Adams, Sr., Senior Pastor, J.O.Y. Church of God. All present joined in to sing “God Bless America”.
