This report has been prepared in accordance with generally accepted soils and foundation engineering practices for the exclusive use of PSE&G for specific application to the design of the proposed West Orange Switching Station Lifecycle Project. No other warranty, expressed or implied, is made. This report may be referred to in the project specifications for general information purposes only, but should not be used as the technical specifications for the work, as it was prepared for design purposes exclusively. C. Reinterpretation of Recommendations Change in Location or Nature of Facilities: In the event that any changes in the nature, design or location of the facilities are planned, the conclusions and recommendations contained in this report shall not be considered valid unless the changes are reviewed and conclusions of this report modified or verified in writing. Changed Conditions During Construction: The analyses and recommendations submitted in this report are based in part upon the data obtained from five widely-spaced test borings and three test pit excavations performed for this study. The nature and extent of variations between the explorations may not become evident until construction. If variations then appear evident, it will be necessary to reevaluate the recommendations of this report. Changes in State-of-the-Art: The conclusions and recommendations contained in this report are based upon the applicable standards of our profession at the time this report was prepared. D. Use of Report by Prospective Bidders This soil and foundation engineering report was prepared for the project by GZA GeoEnvironmental, Inc. (GZA) for design purposes and may not be sufficient to prepare an accurate bid. Contractors utilizing the information in the report should do so with the express understanding that its scope was developed to address design considerations. Prospective bidders should obtain the owner's permission to perform whatever additional explorations or data gathering they deem necessary to prepare their bid accurately. E. Construction Observation We recommend that GZA be retained to provide on-site soils engineering services during the earthwork construction and foundation phases of the work. This is to observe compliance with the design concepts and to allow changes in the event that subsurface conditions differ from those anticipated prior to the

PSE&G West Orange Switching Station West Orange, NJ Stormwater Management Report Section I: Introduction 1. Scope of Report The purpose of this report is to present the drainage analysis and erosion and sediment control plan for the proposed West Orange Switching Station expansion project located in the Township of West Orange, Essex County, New Jersey. The project will result in a total disturbance of approximately 10.3 acres, including construction laydown, and a net decrease in impervious surface area of approximately 0.36 acres when the proposed buildings, foundations, paved roads, and gravel road areas are included. The proposed project will require compliance with the stormwater quality requirements of the NJDEP Stormwater Regulations. Note that the proposed secondary containment areas for new transformers are considered non-contributory areas. This documentation is provided for review by the approving agencies. Section II: Project Information 1. Project Description Public Service Electric and Gas Company (PSE&G) is proposing to expand the West Orange Switching Station to increase transmission system reliability and to provide electrical service enhancements to address anticipated regional customer loads. The proposed expansion at the West Orange Switching Station will allow for station operation at 230 kV, rather than at 138 kV under its current configuration. This will include replacing the existing 138kV equipment with a new three bay breaker and a 230kV switching station. This includes installing three 230kV line positions to replace the S1319, T-1320 and Y-1351 lines, three 230/1 l/26kV LTC transformers, three 3000A line disconnect switches, eleven 230kV dead-tank circuit breakers, twenty 4000A breaker disconnect switches, seven 3000A transformer/cable/capacitor disconnect switches, and a new 230kV-150MVAR capacitor bank with three Live Tank Circuit Breakers. The 230kV equipment will be installed in an area within the existing property fence. The 26kV Bus connections from the new transformers will connect with the existing 26kV bus. The station service will consist of two new 750kVA station service transformers fed from the 1 lkV tertiary of transformers T4 & T3, two main breakers and one tie breaker and one new 750 kW generator. New line relay protection, bus protection, transformer protection, capacitor protection and breaker failure relaying will be installed in a new control house for the 230kV Switching Station will be installed. The existing 138kV line positions and associated equipment will be removed. Existing primary, secondary and breaker failure relay panels will be removed. A USGS location map of the site and surrounding area is included as Figure 1 and an aerial photograph of the Project vicinity illustrating the existing switching station and proposed switching station expansion area is included as Figure 2. The property borders Mount Pleasant Avenue to the north, Prospect Avenue to the west, and an office building parking lot to the east.
