The applicant shall submit a solution to the runoff problems from the existing "Manor Restaurant" parking lots, subject to the approval of the Municipal Engineer. 18. The applicant shall enter into a developer's agreement controlling the sequence of development and the establishing of appropriate amounts of bonds to assure compliance with the conditional approval granted herein. 19. The application is subject to the Township’s Development Fee Ordinance for low and moderate income housing and the applicant shall pay the appropriate fee. 20. The application is subject to the approval of the Essex County Planning Board, the Hudson-Essex-Passaic Soil Conservation District, and the New Jersey Department of Environmental Protection and Energy for a sewer extension permit. 21. Applicant shall add shutters to the facade of the building, subject to the approval of the Planning Director. All other terms of the previous approvals granted by the Planning Board by Resolution dated December 1, 1993 (PB 92-10) which are not part of the amended approval remain in full force and effect and are attached hereto. BE IT FURTHER RESOLVED, by the Planning Board of the Township of West Orange that all approvals to the extent necessary shall be extended to September 4, 1997 or until such time thereafter as the legislature may extend the Permit Extension Act.
