Development Pattern The development pattern along both sides of Whittlesey Avenue is almost exclusively residential in nature with a few commercial properties being limited to select corner locations. Residential buildings are either one- two- or three-unit dwellings in the vicinity of the site with densities ranging from 1 unit per 1,250 s.f. (2 units on a 2,500 s.f. lot) to 1 unit per 10,000 s.f. D or Use Variances D(1) Use Variance for Multi-Family Dwelling - Not Permitted in the R-1 Zone Positive Criteria - The proposed variance can be granted in particular cases for special reasons which in this case consist of a demonstration that the site is particularly suited for the proposed use and that the purposes of zoning (typically the “general welfare”) are advanced. Site Suitability - The site is particularly suited to the proposed development for the following reasons which aren't applicable to adjoining parcels.  Large Site – The subject property is larger than 40/44 lots along Whittlesey Avenue between Chestnut Street and Ridge Avenue.  Position of dwelling on the property allows for the construction of an addition without impacting setback requirements.  Provides adequate parking on the subject property without taking away any street parking. The project must advance the purposes of zoning: (40:55D-2 a) To encourage municipal action to guide the appropriate use or development of all lands in this State, in a manner which will promote the public health, safety, morals and general welfare; - The redevelopment will provide new housing stock and advance of various master plan objectives. (40:55D-2 c) To provide adequate light, air and open space. Generally meets and exceeds setback requirements for the zone in which it is located. The noted exception is the front yard setback requirement where the proposed setback matches the existing condition and is consistent with nearby dwellings along Whittlesey Avenue. (40:55D-2 e) To promote the establishment of appropriate population densities and concentrations that will contribute to the well-being of persons, neighborhoods, communities and regions and preservation of the environment; - The proposed density of one dwelling unit per 2,500 square feet is the same as or less intense than 23/43 residential properties along Whittlesey Avenue between Chestnut Street and Ridge

nvironment; - The proposed density of one dwelling unit per 2,500 square feet is the same as or less intense than 23/43 residential properties along Whittlesey Avenue between Chestnut Street and Ridge Avenue, providing a development pattern more in keeping with the existing neighborhood. (40:55D-2 g) To provide sufficient space in appropriate locations for a variety of agricultural, residential, recreational, commercial and industrial uses and open space, both public and private, according to their respective environmental requirements in order to meet the needs of all New Jersey citizens; The Township has limited available land for future development and this location allows for the construction of two new housing units at an appropriate location. (40:55D-2 i) To promote a desirable visual environment through creative development techniques and good civic design and arrangement; The proposed addition will compliment the existing dwelling on the subject property and enhance the aesthetic appeal of the neighborhood as a whole. In addition, the position of the proposed dwelling will screen the rear yard parking from Whittlesey Avenue. Promotion of the General Welfare The 2019 Master Plan Re-Examination generally re-affirms the goals and objectives of the 2010 Master Plan. Several of these objectives are supported by the proposed application and are listed below: Objective 3 (pg 28) – Provide and preserve adequate light, air and open space Objective 5 (pg 28) – Encourage the preservation of Neighborhoods and the environment Objective 9 (pg 28) – Promote a desirable visual environment Objective 12 (pg 28) – Provide for the Housing needs of Senior Citizens and Low and Moderate Income Households Objective 13 (pg 28) – Improve and Maintain existing residential neighborhoods 4
