Chairman and Members of the West Orange Township Zoning Board February 12, 2026 Re: 4, Seton Hall Preparatory School (ZB-25-10) Our File No. 115.WRZ0082.V03 Application to Amend Certain Conditions in Resolution ZB-08-37 and Page 5 Preliminary & Final Site Plan with ‘C’ and ‘D' Variances - Review #1 Sheet 1 of the Site Plan/Subdivision Checklist has been marked up to show that none of the listed submission items have been addressed which is incorrect. A revised checklist should be submitted to the Board which shows that these items have been addressed. Sheet ST-2.1 of the Conditions Relief drawings shows the proposed lighting levels on the field when it is used for football whereas sheet ST-2.2 shows different lighting levels on the field when it is used for soccer. The Applicant should clarify how the lighting levels for football and soccer can be different when the same lights are being used. The proposed sports light poles will be 90 ft high. The Applicant should address the Board regarding the impacts that the proposed lights will have on the residents of the existing homes and the apartment building on the easterly side of Ridge Road. The Applicant should address the Board regarding the proposed hours of operation for the sports lights. We note that it states on sheet ST-3.2 that all pathway lights are to be turned off 30 minutes after conclusion of field use. When will the sports lights be turned off after the conclusion of field use? Also, what will be the latest time that the sports lights and the pathway lights may be on? It shows on the list of Permits and Approvals Required for this Project on sheet TS-0.1 that soil conservation district approval is required. Therefore, the plans must be revised to show the proposed limits of disturbance as well as the proposed area of disturbance. We note that the Applicant has requested a waiver from the requirement to submit a Soil Erosion and Sediment Control! Plan. If the proposed area of disturbance exceeds 5,000 sf, then a Soil Erosion and Sediment Control Plan must be submitted to the Board. The Key Map on sheet TS-0.3 includes a callout which states that all lots within the property in question are to be consolidated. However, it shows on the Boundary Survey that the lots in question have been consolidated. Therefore,

Therefore, the callout is no longer needed and should be removed from the plan. 10. Sheet ST-3.1 includes an Isolux Diagram — Typical Sports Lighting Array. The purpose of submitting this diagram must be clarified as the lighting levels do not agree with those that are proposed. 11. Sheet ST-3.2 must be revised to provide details of the light bases that are proposed for the sports lights. The dimensions of the footing, the proposed reinforcing and the concrete strength must be shown. 12. The plans should be revised to indicate the proposed color and finish for all light fixtures and poles. 13. It shows on the Pathway Lighting Foundation Detail on sheet ST-3.2 that the concrete base will be constructed using 4,000 psi concrete. Our office recommends that the concrete have a minimum strength of 4,500 psi. 14. The plans should be revised to manufacturer's catalog cuts for the sports lights and poles as well as for the pathway light poles.
