The site is located on Block 105, Lot 64.01, 460 Prospect Avenue in the Township of West Orange, Essex County, New Jersey. There is an existing two story building on site facing Prospect Avenue. Parking is located two sides of the existing building. The proposed site improvements include demolishing the existing building and constructing a Mavis Tire Supply along with a new parking lot and associated site improvements. As a result of these improvements, a defined area of vegetation will be removed. A tree survey was conducted by Dynamic Engineering Consultants, PC to locate trees with a DBH of 4’’ or greater, identify their species, and their general condition. The existing trees to be removed within the limit of disturbance will be replaced. The demolition area contains mostly oak, maple, and pine species. The trees in this area vary in DBH and condition. Four (4) existing trees are within the limit of disturbance area. To address the tree removal requirements of the ordinance, viable trees within the area of disturbance shall be replaced. There are four (4) viable existing trees proposed to be removed within the limit of disturbance including one (1) tree between 4” and 6” diameter: One (1) 6” DBH Prunus serrulata ‘Kwanzan’ (Kwanzan cherry) in fair condition. As well as three (3) trees greater than 6” DBH including: One (1) 12” Carya glabra (pignut hickory) in good condition, One (1) 38” Quercus palustris (pin oak) in good condition, and one (1) 40” Quercus palustris in fair condition. For greater detail on tree species to be replaced, see the chart provided on the Demolition & Tree Removal Plan (Sheet 4 of 23 in the Site Plan Set). All four (4) trees to be removed are viable and shall be replaced per ordinance section 28-8 and Table A. A total of thirteen (13) new trees are proposed as replacement trees. Four additional Evergreen Trees are proposed on the Landscape Plan. The Landscape Plan proposes nine (9) deciduous replacement trees at 4-4 ½” caliper including Quercus coccinea (scarlet oak), Tilia americana ‘Redmond’ (Redmond linden), Amelanchier laevis ‘Snowcloud’ (Snowcloud serviceberry), Cercis canadensis ‘JN2’ (Rising Sun redbud) and three (3) Juniperus virginiana ‘Corcorcor’

One (1) deciduous Cornus florida (pink flowering dogwood) replacement tree at 2 ½”-3” caliper is also proposed for a total of thirteen (13) replacement trees. In addition, the Landscape Plan includes two (2) Ilex opaca (American holly), and two (2) Juniperus virginiana ‘Burkii’ (Burkii redcedar) are providing a planted buffer to the adjacent property to the east. To be approved for a tree removal permit connected with a development application, at least 30% of the existing trees on each lot shall be preserved (28-4 Approval of a Permit and Tree Replacement Requirement). To reach the necessary 30%, a minimum of seven (7) trees shall be preserved (30% of the 21 total existing viable trees equals 7 trees to be preserved). Seventeen (17) existing trees are proposed to be preserved on site. Thirteen (13) trees are proposed to replace the four (4) trees to be removed. Four (4) additional evergreen trees enhance site buffering.
