Traffic Impact Study Proposed Automotive Service and Retail Center – West Orange, NJ FINDINGS & CONCLUSIONS Findings Based upon the detailed analyses as documented herein, the following findings are noted: • The proposed 6,205 SF Mavis Tire store is projected to generate 11 entering trips and 6 exiting trips during the weekday morning peak hour, 7 entering trips and 11 exiting trips during the evening peak hour, and 15 entering trips and 16 exiting trips during the Saturday peak hour that are “new” to the adjacent roadway network. It should be noted that the “new” weekday morning and Saturday trips are likely to be lower than that projected since no credit was taken for passby trips. • Access to the site is proposed to be provided via a right in/right out driveway along Prospect Avenue and existing cross access to the adjacent property to the south which has access to the signalized intersection of Prospect Avenue and Rooney Circle. • With the addition of site generated traffic, the intersection of Prospect Avenue (CR 577) and Rooney Circle / Shopping Center Driveway is projected to operate at overall intersection levels of service “B” during the analyzed peak hours. Additionally, each movement is anticipated to operate at No Build levels of service “D” or better. • With the addition of site generated traffic, the intersection of Prospect Avenue (CR 577) and Blueberry Bend driveway is projected to operate at No Build levels of service “B” or better during the analyzed peak periods. • With the addition of site generated traffic, the intersection of Prospect Avenue (CR 577) and the site driveway is projected to operate at No Build levels of service “B” during the analyzed peak periods. • As proposed, The Project’s site driveways and internal circulation have been designed to provide for safe and efficient movement of the anticipated vehicle mix. • The proposed parking supply and design is sufficient to support the projected demand. Conclusions Based upon our Traffic Impact Study as detailed in the body of this report, it is the professional opinion of Dynamic Traffic LLC that the adjacent street system of Essex County and the Township of West Orange will not experience any significant degradation in operating

port, it is the professional opinion of Dynamic Traffic LLC that the adjacent street system of Essex County and the Township of West Orange will not experience any significant degradation in operating conditions with the redevelopment of The Project. The site driveways are located to provide safe and efficient access to the adjacent roadway system. The site plan as proposed provides for good circulation throughout the site and provides adequate parking to accommodate The Project’s needs. Page 11
