Stormwater License and Inspection Requirements: The System Owner is to comply with and be aware of the following requirements as stated in §25-29.13 of the Township of West Orange codebook and as otherwise instructed by the Township: • All stormwater management facilities are to be maintained by the responsible party or homeowners' association in accordance with the approved maintenance plan. • All stormwater management facilities for major developments are required to obtain a stormwater maintenance permit from the Engineering Department after approval from the appropriate land use board has been obtained. • The annual fee for the stormwater maintenance permit shall be listed in the West Orange Fee Resolution. • The stormwater maintenance permit shall be renewed each year no later than January 1st. • A detailed inspection and maintenance report shall be submitted annually no later than January 1 to the Engineering Department. The fee for every review by the engineer shall be set by resolution. • The inspection and maintenance report shall include and not be limited to: a. Stormwater inlets and manholes. b. Detention basin outflow structures. c. Trash racks and overflow grates. d. Vegetation. e. Embankment erosion control. f. Sediment removal and pond maintenance. g. Mechanical treatment devices utilizing filter shall have a record of replacement as per the manufacturer's specifications. h. Green infrastructure measures including condition of all plans. • The inspection report shall include copies of photographs depicting the conditions of the BMPs. • The party responsible for maintenance must submit to the Township every May 1st an annual maintenance report including all preventative and corrective maintenance for the structural stormwater management measures incorporated into the design of the development.
