TOWNSHIP OF WEST ORANGE ZONING BOARD OF ADJUSTMENT PROPERTY OWNERS NOTICE To: All property owners and other entities entitled to notice within a 200-foot radius of properties located at 460 Prospect Avenue, designated as Block 105, Lot 64.01, and 466 Prospect Avenue, designated as Block 84.01, Lot 63, on the Tax Maps of the Township of West Orange, New Jersey 07052. Please take notice that on May 28, 2026 at 8:00 p.m., the Zoning Board of Adjustment of the Township of West Orange (the “Zoning Board” or the “Board”) will hold a remote public hearing, pursuant to the instructions set forth below, in connection with property located at 460 Prospect Avenue and designated as Block 105, Lot 64.01 on the Tax Maps of the Township of West Orange (the “Property”). The Property is located within the B-2 General Business District (the “District”) of the Township of West Orange (the “Township”) and is presently improved with a two-story office building. Adjacent property located at 466 Prospect Avenue and designated as Block 84.01, Lot 63 on the Tax Maps of the Township (the “Adjacent Property”), is also part of the subject hearing to the extent that easement rights exist for access to the Property over a portion of the Adjacent Property commonly referred to as Blueberry Lane, a private road. Mavis Tire Supply, LLC (the “Applicant”), has applied to the Zoning Board for preliminary and final major site plan approval as well as variance relief from the Township’s Land Use Regulations (the “Code”) in order to demolish the existing building and construct a one-story, approximately 6,205 square foot Mavis Discount Tire store inclusive of a retail sales area and seven (7) service bays on the Property, along with ancillary improvements, including, but not limited to, parking, landscaping, lighting and stormwater infrastructure. In connection with the application, d(1) use variance relief from Section 25-7.1- Part A: Permitted Uses Table of District Regulations of the Code is requested to permit automative repair within the building, whereas such use is not permitted in the District. The Applicant further requests “c” variance relief from the following Sections of the Code: (a) Section 25- 7.1 - Part B: Bulk Standards to exceed the maximum permissible lot coverage of 60%, whereas 63.3% is proposed; (b) Section 25-12.1.1 to allow two (2) parking stalls in the front yard,

(a) Section 25- 7.1 - Part B: Bulk Standards to exceed the maximum permissible lot coverage of 60%, whereas 63.3% is proposed; (b) Section 25-12.1.1 to allow two (2) parking stalls in the front yard, whereas parking in the front yard is not permitted in the District; (c) Section 25-12.2.b(1) to permit 22 onsite parking spaces, whereas 25 parking spaces are required; (d) Section 25-12.3.a.2 to allow no dedicated loading space for the use, whereas one (1) is required; (e) Code Section 25-12.4.a.2 to permit an access drive to off-street parking within five (5) feet of a side lot line, whereas such location is not permitted; (f) Section 25-14.3 to permit lighting levels of 1.0 footcandles in portions of the proposed parking lot, whereas a minimum of 2.0 footcandles is required in parking areas; and (g) Section 25-14.3 to permit lighting illumination along portions of nonresidential property lines at 4.8 footcandles, whereas a maximum of 0.5 footcandles is permitted. Lastly, the Applicant requests that the Board grant any additional approvals, permits, variances, interpretations, waivers or exceptions reflected in the plans and materials filed (as same may be amended or revised from time to time without further notice) or determined to be necessary during the review and processing of the application. Instructions to Join Remote Hearing The remote public hearing is being held in lieu of an in-person public hearing and will be held by remote access only. During the hearing, any interested party, directly or by attorney, will have an opportunity to view the hearing in its entirety, and be heard (ask questions, provide comments or offer evidence). Members of the public will be provided with instructions during the meeting on how to participate.
