Show all pagesProject Description April 2026 Prepared by FBT Gibbons LLP Applicant: Orange Prospect LLC Property: 111 Prospect Avenue (CR 677) [Block 151, Lot 17.01], Township of West Orange, County of Essex, State of New Jersey Zone: B-2: General business Orange Prospect LLC (“Applicant”) previously received preliminary and final major site plan approval, with bulk variance relief for impervious coverage, pursuant to Planning Board Resolution PB-25-02, adopted on June 4, 2025 (the “Prior Approval”). The present filing is submitted as an amended site plan application, per N.J.S.A. 40:55D-46b. as it seeks approval of revised and additional improvements to the previously approved development, including amended parking, circulation, grading, drainage, landscaping, and related building and site work (the “Application”). Existing Conditions: The Property is located at 111 Prospect Avenue, beginning at the corner of Prospect Avenue and Woodland Avenue, and consists of approximately 8.29 acres in the B-2 Zone. The currently vacant site has long been developed and operated as an approved catering / banquet hall and restaurant use and presently contains the existing banquet hall / restaurant buildings together with multiple paved parking lots serving the site. The surrounding area includes residential properties generally to the south and west, the Residence Inn to the north, and Eagle Rock Reservation across Prospect Avenue to the east. Proposed Amended Improvements: The Applicant proposes amended site improvements in connection with the continuation and improvement of the existing and to be continued approved use. As shown on the submitted amended plan set, this filing includes renovations of portions of the existing banquet hall and restaurant buildings, reconstruction of the rear parking lot and related site features, revised circulation and walkways, updated grading and drainage, and related landscape improvements. The amended plan set increases the total parking count from 471 spaces to 486 spaces, with a corresponding proposed increase in maximum occupancy from 1,515 persons to 1,563 persons. As set forth in the soil moving request, that work involves approximately 42 cubic yards of cut and 162 cubic yards of fill, with the cut to be reused on site, approximately 150 cubic yards of import, and no soil proposed to be moved off-site.
