20-15 January 6, 2015 RESOLUTION WHEREAS, on May 29, 2014 the Township of West Orange advertised for bids for the project entitled “Moore Terrace Roadway Improvements”, prepared by Suburban Consulting Engineers, 100 Valley Road, Suite 202, Mt. Arlington, New Jersey for the Township; and WHEREAS, on June 5, 2014 the Township received three (3) bids for this project; and WHEREAS, on June 14, 2014 the Township Council by Resolution No. 127-14 awarded a contract to the lowest responsive bidder, A & J Contractors Group, 105 Federal Road, Monroe Township, New Jersey in the amount of $560,856.00 which was $158,828.50 lower than the second responsive bidder Hoer Excavating and Construction of Hopatcong, New Jersey; and WHEREAS, this project was funded in the 2014 Capital Budget; and WHEREAS, the bid and contract were based on unit prices; and WHEREAS, A & J Contractors Group, Inc. proceeded with the improvements associated with this project; and WHEREAS, by August 9, 2014 the contractor completed all the improvements except for milling the existing asphalt pavement over a concrete base to remain, placing a pavement fabric over the joints in the existing concrete pavement to remain, placing an asphalt leveling course and placing an asphalt surface course over the entire length of the project; and WHEREAS, through August 9, 2014 the value of the work completed to that date was $423,902.60; and WHEREAS, the Municipal Engineer anticipated the remaining work would be completed for less than the $137,000 which was unexpended as of August 9, 2014; and WHEREAS, when work continued in mid-November 2014, during the milling process on November 19, it was determined more asphalt existed over the existing concrete base to remain than anticipated which would require additional asphalt leveling the following day, November 20, to construct the road to its final design grade once the pavement fabric was placed over the pavement joints in the concrete base pavement to remain; and
