Show all pages16-19 January 8, 2019 RESOLUTION WHEREAS, on November 27, 2018, the Township Council adopted Resolution 266-18 which authorized the Township of West Orange Planning Board to undertaking a preliminary investigation as to whether the property at Block 68, Lot 1 (the “Property”) meets the criteria of an area in need of redevelopment; and WHEREAS, the Property specifically includes the West Orange Public Library (the “Library”); and WHEREAS, the Township seeks to explore the possibility of relocating the Library to another location, including possibly moving the Library to 10 Rooney Circle; and WHEREAS, the Township is working closely with the West Orange Public Library including its Board of Trustees and Executive Director in order to evaluate the feasibility of all options; and WHEREAS, the Township requires the assistance of an architectural firm to determine the feasibility of relocating the Library to the 10 Rooney Circle location; and WHEREAS, on November 7, 2017, the voters of New Jersey approved the New Jersey Library Construction Bond Act which will provide a fund of $125 million for public library construction which is scheduled to announce a competitive grant program in Spring 2019 which the Township may be eligible to seek with a one to one match; and WHEREAS, Arcari and Iovino Architects, PC with offices at One Katherine Street in Little Ferry, NJ 07643 (“Arcari + Iovino”) has provided a professional services proposal, annexed hereto as Exhibit “A” (the “Proposal”) whereby Arcari + Iovino will review the existing building layout and measurements at 10 Rooney Circle to identify a practical configuration for the needed library space; and
