DeerDeter Wildlife Crossing Guard is a roadside device that is activated by approaching headlights to emit sound and light as stimuli to stop animals from approaching. The shrill alarm and a blue-white, strobe-type light is an active method to deter deer from crossing a road when a vehicle is present at night. Many previous efforts to keep deer and other wildlife from road crossings have often proven to be less than optimal because deer and other animals become accustomed to specific stimuli and ignore or avoid the deterrent by detouring around it to get to feeding areas. The devices are activated only by a vehicle's headlights and not each time an animal approaches; thus, avoiding continuous exposure to the stimuli causing desensitization or “habitualization.” However, the electronic stimuli can be reprogrammed. This solution allows animals to cross toadways at times when they do not present a danger, thereby permitting access to preferred feeding and bedding areas along traditional migration routes. A series of alternating sides of the road units are positioned within the field of approaching headlights, directed such that the sound and strobe emitter face the direction from which the animal will approach. The solar powered low consumption power management system helps ensure maximum availability even in low sunlight conditions. As much as | would like to use the simpler form, | suspect the Township will want something closer to the Fiber Optic agreement. | will use much of that agreement, but if you can, please advise if the section 14 liability insurance provision would apply. Does the Township really need this insurance throughout the term? | think the devices just get affixed to trees - no wiring, no digging, etc. The association would obtain proof of insurance from any contractor installing the devices. Sharon - can you provide a description of the devices so that | can describe and reference them in the agreement? 4/8/2013
