LEPORE Director, Municipal Engineer Email: Engineering@westorange.org June 8, 2022 Mayor and Township Council Municipal Building 66 Main Street West Orange, New Jersey 07052 RE: MA-2020 Arverne Road, Crestmont Road (portion) and Westover Terrace (portion) CHANGE ORDER NO. 1 CIFELLI AND SON, GENERAL CONTRACTING Mayor Parisi, Council President McCartney and Council Members, The contract Street Improvements, MA-2020 Arverne Road, Crestmont Road (portion) and Westover Terrace (portion) Improvement Project with Cifelli and Son General Contracting of Nutley, NJ consists of hot mix asphalt pavement milling and resurfacing, curb replacement, driveway aprons, ADA accessible curb ramps and minor drainage improvements such as storm drain inlet retrofitting with the installation of curb pieces and bicycle safe grates for compliance with NJDEP stormwater management regulations. During the design process there was no indication that the existing sump pump drains were discharging directly and/or in close proximity to the roadway. Therefore, our office did not anticipate the need to include the construction of sump pump lines, underdrains, inlets and excavation associated with these items. In addition, the Asphalt Cement and Fuel Price Index has been escalating at a high percentage in a biweekly and monthly basis since the project was awarded on December 14, 2021. However, during curb construction operations, it was revealed that a substantial amount of existing sump pump drains and underdrains need to be constructed and connected to our existing storm sewers to prevent future ponding and add to the longevity of the roadways. In our experience when sump pump lines discharge to the street there is usually a visual indicator at the curb line or edge of the roadway. As a result, this work is being considered an unforeseen change order. The original contract amount was $873,652.41. I estimated that it will cost an additional $159,266.83 to account for the required drainage improvements and Asphalt Cement and Fuel Price index using current prices. I recommend an additional $159,266.83 be authorized as Change Order No. 1 to reflect the supplemental items needed in the contract for drainage improvements as well as

This Change Order brings the contract amount to $1,032,919.24. Attached, please find Change Order No. 1 with Cifelli and Son, General Contracting in the amount of $159,266.83 along with a Resolution authorizing the same including a list of the supplemental items for drainage improvements and fuel and asphalt price adjustment calculations supporting the request.
