ASSOCIATES SPECIFIC EXPERIENCE FOR ARBORIST / LICENSED TREE EXPERT (LTE) AND FORESTRY SERVICES CME Associates currently has three (3) NJ Licensed Tree Experts (LTE’s) on staff. We are the Township Forester/Arborist for Manalapan, Certified Tree Expert of Howell Township, the Township Tree Specialist in Jackson Township, the Conservation Officer for Marlboro Township and the Township Forester for Toms River Township. Our duties for our clients typically include review of landscaping and tree save plans for the Planning and Zoning Boards prior to plan approval. Once plans are approved, we participate in preconstruction meetings and site visits to designate existing tree save areas and to ensure proper methods of tree protection is upheld throughout the construction phase. After site work is complete, our office meets with the landscape contractors to review proper plant material installation for acceptable tree quality and standards. Landscape installation is then reviewed and any necessary landscape punch lists are generated for the developer to correct prior to bond release or certificate of occupancy (depending upon the individual Municipality's protocol). Also, in both Manalapan and Marlboro, our office visits all new houses and buildings to issue an approval for certificate of occupancy. This approval ensures homeowners (especially new homeowners) are not moving into a house with dangerous dead limbs or trees in the vicinity of their residential site that should be the developer's responsibility. If shade trees are required on the project, these are then observed at this time as well. Besides tree related work on new construction sites, our office responds to homeowner complaints and performs site visits for tree removal permits in both Manalapan and Marlboro Townships. We also aid the Shade Tree Committees in grant writing and overseeing the grant funded projects, maintaining Tree City designation and planning Arbor Day celebrations. These programs and projects all help to maintain the municipalities’ approval status by the State Forest Service under their individual Community Forestry Management Plan, which ensures the municipalities’ liability protection. In addition, our office works closely with both of these municipalities’ public works departments. Our LTE provides expert guidance on required maintenance or removal of trees in question.

In public parks and within Right-of-Ways, advice is also provided to manage insect infestation and other tree related concerns. After the hurricanes over the past few years, our staff has also worked in conjunction with Zoning/Code officers to alleviate concerns between residents over potentially hazardous tree situations.

For Jackson Township, our office reviews the tree removal and landscape plans for the planning and zoning boards. We are also the consultants for the Shade Tree Commission. Our LTE aids the Township with grant applications, prepares tree planting / tree removal plans and specifications. We assist in the preparation and execution of bids, along with providing services during the construction administration phases for these projects. Finally, prior to the issuance of certificates of occupancy throughout the Township, our office conducts site visits for compliance of the Township Regulations/Ordinances pertaining to the onsite shade trees and prepares reports of our findings. In Howell Township, our LTE attends all Planning and Zoning board meetings for professional advice on new site plans before the boards. Besides issuing review letters on proposed subdivision and site plans, we provide construction services for Howell, as outlined above, including site walks of the property, residential complaints relating to new development and a thorough review of the site after construction prior to bond release to ensure the health and quality of the installed plant materials. As Township Forester in Toms River, our LTE reviews all applications before the Planning and Zoning boards for compliance with the Woodlands Management ordinance. On an as needed basis, our LTE will review residential tree complaints and provide recommendations for action. Recently, our office performed GIS based county park surveys for Hudson County. Our LTE surveyed each tree within three (3) designated parks for species, condition, and maintenance needs. Each tree was given a GPS data point as well as a specific label for ease of reference when needed. Once all of the inventory was completed, reports were generated to aid the County in managing this resource. With the introduction of the Emerald Ash Borer (EAB) to New Jersey, our office has been able to provide both Manalapan and Marlboro Townships with windshield surveys to locate ash trees along public roads that are expected to be a hazard in the very near future as EAB does not take long to kill its host. Our LTE has worked with residents in answering numerous questions, performing site visits to determine the appropriate measures that should be taken for individual's ash trees, as well as consulting with the municipalities in deciding

The diversity of our forestry services are demonstrated through the consulting responsibilities our office has with our existing municipal clients. Below, is a listing of the type of Forestry Services provided by CME Associates: TREE REMOVAL/PRESERVATION ORDINANCE + Supervise the conservation of shade trees and administer provisions of Tree Removal Ordinance. + Issue tree removal permits relating to approved limit of disturbance, hazard trees, or expansion of useable property. + Determine tree replacement quantities and/or fees as per ordinance requirements. + Perform site inspections prior to permit issuance. + Perform necessary inspections and issue violation notices for non-compliance with ordinance requirements.

« Recommend the issuance of Stop Work Orders for violations of ordinance to the Municipal Code Enforcement. * Draft recommended changes to the tree removal/preservation ordinance + Review and enforcement of Municipal logging and harvesting application process coordinated with the Forest Stewardship Committee of the New Jersey Forest Service. INSPECTION + Verify approved clearing limits in the field prior to construction. + Perform all necessary field inspections during construction to prevent construction damage to saved trees. * Perform Certificate of Occupancy inspections for verification of approved clearing limits after construction. SHADE TREE + Review tree removal plans for Commission and perform site inspections for submitted applications. + Develop Community Forestry Management Plan + Attend monthly Shade Tree Commission meetings. + Obtain grants and Tree City USA status + Maintain approved status with NJ Forest Service Community Forestry Program * Coordinate Arbor Day celebration activities + Administer tree planting projects and maintenance programs + Perform hazard tree surveys and street tree inventories
