No.: P2669 Dear Mr. Lepore: In response to your Request for Proposal (RFP) dated September 27, 2022, Crew Engineers, Inc. (Crew) is pleased to present this Proposal to the Township of West Orange (Township) for providing Professional Engineering Services for design services for the proposed 2022 Street Improvements Phase 1. The following outlines our Project Understanding, Scope of Services, and Engineering Fee and Billing Method. Project Understanding The RFP identifies 13 streets scheduled for improvement and includes Conforti Avenue (Eagle Rock Avenue to Holmes Street), Conforti Avenue (Holmes Street to Bauer Drive), Conforti Avenue (Bauer Drive to Hooper Avenue), Hooper Avenue (Carteret Street to Conforti Avenue), Carteret Street (Conforti Avenue to dead end), Crystal Avenue (Conforti Avenue to dead end), Suburban Drive (Crystal Avenue to Devore Drive), Devore Drive (Carteret Street to Suburban Drive), Flynn Terrace (Carteret Street to Suburban Drive), Marcy Place (Carteret Street to Suburban Drive), Dockery Drive (Carteret Street to Crystal Woods), Ronald Terrace (Pleasant Valley Way to dead end), and Terrace Avenue (Eagle Rock Avenue to dead end) for a total length of 11,580 feet of roadway. The improvements include a combination of milling and resurfacing, new curbs and aprons, driveway repair, replacement of damaged sidewalk, new ADA-compliant curb ramps, and restoration of manholes and catch basins and replacement of their castings at several locations as generally outlined in the RFP. The

The improvements do not include modification of the existing drainage systems or new storm drainage systems. The extent and type of improvements will be made after a walkthrough inspection with the Township Engineer that will take place after the award of the Contract for Engineering Services. The proposed improvements do not include road widening, changes in vertical or horizontal alignment, changes to existing underground utilities, changes to existing guide rails, or construction of new sidewalks.
