Township of West Orange February 12, 2024 Page 2 of 5 Our technical comments on the work to be completed are as follows: During the design period, the Township Forester, John D. Linson, will identify the trees on each street by location, type, and diameter that are to be removed. This information will be included with the Contract Documents issued to prospective bidders for the bidder's use in preparing his bid for various tree removal items. Existing curb elevations will not be changed to minimize any adverse impact on roadway or private property drainage patterns. Preparation of any cut sheets or any construction stakeout will be included in the work to be bid and performed by the Contractor. Replacement of the sanitary sewer on Hunterdon Road will not require a Treatment Works Approval (TWA) from the New Jersey Department of Environmental Protection (NJDEP), as the diameter, location, and slope will remain unchanged (N.J.A.C. 7:14A-22.4(a)5). H2M will utilize the services of DMC Associates to perform the necessary topographic survey of Wheeler Street needed to prepare base mapping that H2M will use to design the sewer replacement. H2M does not anticipate the need for a geotechnical investigation of the subsurface soils for this project and such service is excluded from our Proposal. If during the design, H2M and the Township determine that a geotechnical investigation is needed, H2M will furnish a separate proposal for such work. Project Schedule H2M will dedicate sufficient resources to complete the design services described herein to enable the Township to advertise for bids in the winter of 2024/2025. We anticipate that the Township will award the Contract for Engineering Services in the beginning of March. Scope of Services H2M will perform the following major activities and tasks for the proposed street improvements project: Design Services Perform and prepare a topographic route survey within the project limits for the purpose of depicting existing physical surface features and developing base mapping for the preparation of Contract Drawings. The survey will include horizontal and vertical control, including setting benchmarks, and establish roadway centerline. The survey within the project limits for the sanitary sewer replacement on Hunterdon Road will include any field markout provided by respective utility companies. The limits of the survey will extend up to 10 feet beyond the existing right-of-way to include trees, shrubs, walls, driveways, walks, steps, and other existing surface features. The right-of-way will be shown on the Contract Drawings based on information provided by the Township. A copy of the survey will be provided to the Township in AutoCAD format. Perform walkthrough assessment of section of Hunterdon Road, Sussex Road, and Morris Road identified in the RFP with the Township Engineer to discuss the specific improvements planned for it. Design the sanitary sewer. After the base mapping for the sanitary sewer has been prepared, a preliminary alignment for the sewer will be established. A set of the base map drawings will be marked up to show this alignment and presented to the Township for acceptance. Once the preliminary alignment has been accepted, the design of the sewer will be finalized.
